Since there is a non-impediment certificate required, but Latvian authorities do not provide such document. As per Vital Statistics Registration Act paragraph 39, clause 5) it is stated ”A citizen of a foreign state whose residence is in a foreign state or who has resided in Estonia less than six months immediately before the submission of an application for marriage and who is unable to submit a certificate of legal capacity to contract marriage with good reason may be granted permission for contraction of marriage without the certificate by the court in whose territorial jurisdiction the marriage is intended to be contracted.” What would be required for me and my future spouse to be granted such permission? kind regards Edgars Kovals m.+371 200 202 28
