To the attention of the States Parties to the 1999 Second Protocol 22 December 2025 Culture Sector The Assistant Director-General Ref: CLT/CEM/CHP/1954/25/11029 Subject: Inscription of cultural properties on the International List of Cultural Property under Enhanced Protection Madam/Sir, On behalf of the Director-General and in line with Article 11(11) of the 1999 Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, I have the honour to inform you that the Committee for the Protection of Cultural Property in the Event of Armed Conflict, during its 20th meeting held at UNESCO Headquarters, on 4 December 2025, granted Enhanced Protection to the following cultural properties in Brazil, Czech Republic and Estonia: Brazil: • Memorial of Resistance of São Paulo • Prince of Beira Royal Fortress Czech Republic: • Český Krumlov State Castle and Chateau Estonia: • Estonian National Museum • Noora – The Main Building of the National Archives of Estonia Additionally, the Committee for the Protection of Cultural Property in the Event of Armed Conflict granted provisional Enhanced Protection to the following cultural properties in Ukraine and Yemen: Ukraine: • Akkerman Fortress • Assumption Cathedral • Borys and Hlib Cathedral • Kharkiv Academic Ukrainian Drama Theater named after Taras Shevchenko • Kirch Building (St. Paul’s Church) • L.E. Please note that the detailed geographical coordinates of the cultural properties under enhanced protection are made available through “UNESCO Sites Navigator”, which serves as the notification system and Ad Hoc Monitoring and visualization tool.
