Lubage mul olukorda lühidalt kirjeldada: 1. Meil on teavet asjaolude kohta, mis kahtlemata muudavad igasuguse tuulikute rajamise Väike-Maarja valla tuulepiirkonnas 5 võimatuks. 2. Selle põhjal ütleme täna kõik sõlmitud maalepingud selles piirkonnas üles. Lepingu lõpetamine on enneaegne ja nõuab seetõttu mõjuvat põhjendust. Kuna me ei saa viidata ühelegi ametlikule vastusele, oleme ajutiselt sunnitud esitama "märke", mida oleme saanud kõrguspiirangute kohta, mis muudavad tuulikute rajamise võimatuks, kuid pakume maaomanikele lisateavet niipea, kui selle saame. 3. Punktis 1 nimetatud teave, mis meil on, ei ole teave, mida saaksime kasutada kolmandate isikute, näiteks maaomanike suhtes. Selleks vajame luba. 4. Piisaks, kui saaksime maaomanikele edastada vallavalitse vastuse, milles vallavalitsus on „kõrguspiirangute kohta kogutud teabe põhjal“ otsustanud lõpetada kõik edasised tööd detailplaneeringuga. Kahjuks ei anna vallavalitsuse vastus meile seda võimalust. Vastust ei saa maaomanike suhtes õigustuseks kasutada. Kuna võime eeldada maaomanikelt täiendavate dokumentatsiooni nõudmisi, palume teilt vastust 10. oktoobri päringule, mis kinnitab 5. piirkonnas kõrguspiirangute olemasolu, mis ei luba tuulikute ehitamist üle määratud kõrguse.
