Laevapere liikmete jätkuva pädevuse tõendamine COVID-19 tingimustes
Mereõppeasutustele, reederitele
Tulenevalt Vabariigi Valitsuse 23. detsembri 2020. a korraldusest nr 462 „Vabariigi Valitsuse 19.
augusti 2020. a korralduse nr 282 „COVID-19 haiguse leviku tõkestamiseks vajalikud meetmed
ja piirangud“ muutmine“ kehtestati täiendavad piirangud täienduskoolitusele ja täiendõppele.
Sellega seoses on peatunud õppeasutustes tavapärane õppetöö meremeeste väljaõppel.
Lähtudes eeltoodust ja kooskõlas MSOS § 19 lg 6¹ muudetakse ajutiselt nõudeid Eesti Vabariigis
alalist elamisõigust omavate laevapere liikmete jätkuva pädevuse tõendamisel ja diplomite
kinnituslehtede väljastamisel.
Mereõppeasutused saavad jätkata laevapere liikmete jätkuva pädevuse hindamist (ohutusalane
baasväljaõpe VI/1; päästevahendite vanema VI/2-1; kiirvalvepaadi vanema VI/2-2; laiendatud
tuletõrjealane koolitus VI/3; meditsiiniabi ja haigehooldus VI/4-1;VI/4-2), kasutades distantsõppe
võimalustega täiendatud õppekavasid, mis on eelnevalt kooskõlastatud Veeteede Ametiga.
1. Hindamist võimaldatakse laevapere liikmetele, kellel on meresõidupraktikat 12 kuud
viimase viie aasta jooksul või kolm kuud viimase kuue kuu jooksul.
2. Ajutine kord pädevuse hindamisel kehtib ülal viidatud täiendavate piirangute lõpetamiseni.
3. Ajutise korra alusel väljastatakse meresõidudokumendid, mis kehtivad kuus kuud.
4. Piirangute lõppedes peavad laevapere liikmed, kellele on väljastatud meresõidudokument
ajutise korra alusel, täiendavalt tõendama oma praktilisi oskusi ja kogemusi
mereõppeasutuses, et saada meresõidudokumente kehtivusega kuni viis aastat.
5. Veeteede Ameti väljastatavate meresõidudokumentide eest tasutakse riigilõiv
Riigilõivuseaduses sätestatud määras. Punktis 4 nimetatud täiendava tõendamise alusel
väljastatud meresõidudokumendi eest riigilõivu ei tasuta.
6. Meremeeste tervisetõendid, mille on väljastanud Eesti arstid kaheaastase kehtivusajaga ja
mis aeguvad reisi jooksul seoses reisi pikenemisega Covid-19 viiruse tõttu, pikenevad
kolme kuu võrra kooskõlas STCW reegliga I/9.

Proving continuous competence of crew members in COVID-19 conditions
To maritime educational and training institutions and shipowners
Pursuant to Government of the Republic Order No 462 of 23 December 2020, amending
Government of the Republic Order No 282 of 19 August 2020 “Measures and Restrictions
necessary for preventing the spread of COVID-19”, additional restrictions have been established
with regard to refresher and updating training and continuing education. Consequently, the regular
training of seafarers in educational institutions has stopped.
Based on the above and in accordance with the Maritime Safety Act § 19 (6¹), the requirements
for issue of endorsements and for proving the continuous competence of crew members who hold
the right of permanent residence in the Republic of Estonia will be temporarily altered.
Maritime educational and training institutions may carry on assessment of the continuous
competence of crew members (basic safety familiarization training VI/1; proficiency in survival
craft and rescue boats VI/2-1; proficiency in fast rescue boats VI/2-2; advanced fire-fighting VI/3;
first aid and medical care VI/4-1; VI/4-2) by using the curricula supplemented with possibilities
of distance learning and coordinated with the Maritime Administration.
1. Assessment is made available for crew members who have performed 12 months of
seagoing service in the last five years or 3 months of seagoing service in the last six months.
2. The temporary procedure for proving continuous competence shall be applied until the
cancellation of the abovementioned additional restrictions.
3. On the basis of the temporary procedure, certificates shall be issued with a validity period
of up to six months.
4. After cancellation of the additional restrictions, the crew members who have been issued
certificates on the basis of this temporary procedure shall additionally prove their practical
skills and knowledge at a maritime educational and training institution in order to be issued
certificates with a validity period of up to five years.
5. A state fee laid down in the State Fees Act shall be paid for the certificates issued by the
Maritime Administration. No state fee shall be paid for certificates issued on the basis of
additional proving of continuous competence specified in clause 4.
6. The medical certificates issued to seafarers by Estonian physicians with a validity period
of two years and expiring during the voyage due to the prolongation of the voyage as a
result of the circumstances surrounding the outbreak of the pandemic virus Covid-19 shall
be extended for three months in accordance with STCW Regulation I/9.
