We are seeing growing divides in women’s and men’s a tudes toward gender equality. There is a notable rise in disinforma on and polariza on, with an -gender and an -LGBTIQ+ rhetoric being used to erode social trust and undermine democra c values. These tac cs are not only a threat to human rights but have also become a ma er of security, as an -gender rhetoric is o en deployed as part of hybrid warfare strategies aimed at dividing socie es, weakening democra c ins tu ons, and fostering radicaliza on. Given that security has become a central issue on the poli cal agenda in both Nordic and Bal c countries, the project seeks to highlight and promote the understanding that equality is essen al for preven ng radicaliza on, ensuring democra c resilience, and safeguarding na onal and regional security. The project is jus fied by the urgent need to counteract these nega ve trends through research, awareness-raising, and high-level dialogue. The main purpose of the project is to: 1) Foster dialogue and coopera on between researchers, policymakers, and experts on the intersec ons of gender, equality and security. 2) Raise awareness of the security risks posed by an -gender and an -LGBTIQ+ movements and rhetoric. 3) Promote equality and trust as essen al components of democra c resilience. 4) Strengthen the capacity of academia, experts, policymakers, and the media to address these challenges in an evidence-based and informed manner. 5) Enhance Nordic-Bal c coopera on in countering the rising influence of an -gender and an -LGBTIQ+ movements and other actors using such tropes, as well as the broader global backlash against equal rights and opportuni es. 1 / 24 1.6 Provide a descrip on of the project's implementa on plan, organisa on of the Nordic par cipa on, stakeholders and partnerships where applicable The project is grounded in the principle of evidence-based policymaking. At its core, it is a research and development ini a ve aimed at genera ng new knowledge and approaches to explore and make visible the complex intersec ons between equality and security. As this topic has been under-researched both in Estonia and interna onally, the first step will be to compose a literature review of exis ng research, an overview of how an -gender and an -LGBTIQ+ narra ves and movements, related disinforma on and polarizing, have been studied and interpreted in rela on to security and democra c resilience in other countries, including the Nordic countries and the Bal c region. Following this, an empirical study focusing on Estonia will be carried out - a na onal case study. These research ac vi es will serve as a founda on for expert discussions, including with co-researchers from Nordic and Bal c universi es and other research ins tu ons, and will provide fresh and relevant content for engaging various stakeholder groups (e.g. security experts, policymakers, media professionals).The next phase involves publishing a special issue of the Estonian Journal of Gender Studies (Ariadne Lõng), which will include the results of the desk study as well as the Estonian case study and other (including Nordic and Bal c) academic perspec ves on the intersec on of equality and security. Both the study and the journal issue will serve as central anchor points for the project’s stakeholder engagement ac vi es. A key component of the project is the dissemina on of research findings and the special issue of Ariadne Lõng to policymakers, security experts, and media professionals. These discussions will also involve experts from Bal c and Nordic countries to ensure interna onal and interdisciplinary depth. This will allow for collec ve reflec on on how to respond to the iden fied challenges and research findings in ways that strengthen democra c resilience against narra ves that seek to undermine it. We consider it essen al that the project creates opportuni es to present these issues to a broad and influen al expert audience, including think tanks and high-level policy forums (e.g. security conferences). As this is a research-driven project, the Estonian Ministry of Economic Affairs and Communica ons will organize a public tender to select a partner from among research ins tu ons following the funding decision. We see the leadership of the Estonian research community and independent exper se as cri cal to the project’s success. The Ministry’s role will be to ensure that the tender process aligns with the project’s objec ves and ac vi es, and to oversee the proper and high-quality implementa on of the project. Nordic partners will be involved in the project based on the planned ac vi es and will include researchers, policymakers, experts, and other relevant stakeholders. Nordic collabora on and perspec ves will be especially valuable in research and expert seminars, fostering knowledge exchange across disciplines such as gender studies, security studies, media studies, and poli cal science and integra ng research and policy perspec ves. This collabora on will facilitate the sharing of exis ng academic research results and provide insights into possible interven ons and best prac ces. The special issue of the Estonian Gender Studies Journal (Ariadne Lõng) which will be published as part of the project's outcomes, aims to introduce key Nordic research findings. Policymakers and decision-makers Policymakers, especially those shaping security (eg the ministries of defence and interior affairs, parliament members, poli cians), strategic communica on and equality policies at na onal and regional levels in the Nordic and Bal c countries, are responsible for developing frameworks that address the intersec ons of gender, equality, and security. Their par cipa on in expert roundtables will support the integra on of equality into security related policies, measures and strategies. The project will provide them with research findings and strategic insights to help counteract an -gender and an -LGBTIQ+ rhetoric and strengthen democra c resilience. 3. Experts Representa ves from strategic think tanks and security ins tu ons play a key role in iden fying and responding to hybrid threats, including those that exploit social divisions and undermine trust in public ins tu ons. The project will equip them with research-based knowledge to recognize and respond to an -gender and an - LGBTIQ+ rhetoric. Human rights NGOs are o en the targets of an -gender and an -LGBTIQ+ rhetoric and disinforma on, or they advocate for groups against whom these are directed. Par cipa on in expert roundtables and high-level dialogues will enhance their understanding and capacity to address these complex challenges. 4. Media and journalists Media professionals are central to shaping public discourse and can either counter or amplify disinforma on and polarizing rhetoric. The project will provide them with research-based insights to responsibly report on issues at the intersec on of equality and security. Their engagement will help increase media literacy and reduce the spread of harmful stereotypes and narra ves. 5. General public The general public, especially individuals vulnerable to disinforma on and polarizing, an -gender, and an - 3 / 24 LGBTIQ+ rhetoric, will benefit from the project’s outcomes through improved public discourse, increased awareness, and stronger democra c ins tu ons. Following this, an empirical study focusing on Estonia will be carried out, involving the collec on and analysis of original data. The aim of the research is to iden fy the channels, methods, and characteris cs of how an -gender and an -LGBTIQ+ narra ves spread in Estonia, and to examine their connec ons to na onal security and democra c resilience. 4 Interna onal research seminar with Nordic and Bal c researchers 06/01/2026 09/30/2026 During the research phase, an interna onal research seminar will be organized with academic colleagues from the Nordic and Bal c countries. The aim of the seminar is to share the preliminary findings of the study among researchers working in gender studies, media studies, security studies, and related fields. The seminar will also serve to strengthen interdisciplinary connec ons and foster collabora on with scholars who have examined the intersec ons of equality and security in neighboring countries. This special issue will present the results of original research conducted in Estonia. It will also provide an overview of studies and findings from other countries, including the Nordic and Bal c states, enabling an interdisciplinary examina on of the links between security and equality.
