GLENN MICALLEF MEMBER OF THE EUROPEAN COMMISSION Dear Minister, After the Uzhhorod Conference on Cooperation for Resilience in February, I sent a letter (reference Ares(2025)2405996) inviting support for Ukraine’s efforts to safeguard its cultural heritage - through the storage, exhibition, and conservation/restoration of cultural assets - and to support Ukrainian students and professionals in developing their capacities in this field, including through scholarships. I would like to sincerely thank you and your teams for the valuable feedback and contributions received. I am profoundly moved by the breadth and depth of actions by so many EU Member States in support of Ukraine’s culture and cultural heritage since the beginning of Russia’s war of aggression. This collective commitment stands as a powerful and tangible expression of our unwavering solidarity with Ukraine. Building on these efforts, I am pleased to inform you that I presented these initiatives as part of a joint Team Europe approach, under the label "Team Europe for Cultural Heritage in Ukraine" at the Ukraine Recovery Conference in Rome on 10–11 July, enhancing the visibility, coherence, and impact of our interventions. The Team Europe approach is a way of strengthening cooperation between the EU and its Member States, scale up our collective impact, and strengthen the EU’s role as a partner of reference. The "Team Europe for Cultural Heritage in Ukraine" package presents over 60 actions by EU Member States and the European Commission (see Annex), and relies on three major pillars of intervention, reflecting the needs expressed by the Ukrainian Minister of Culture and Communication in Uzhhorod: 1. 17 Protection Actions: To increase protection/shelter opportunities for cultural heritage by providing venues to store and/or exhibit Ukrainian cultural artefacts in danger. 2. 17 Conservation Actions: To broaden and optimize conservation/restoration efforts for cultural heritage, including documentation and digitization, through the provision of external human and/or financial resources.  3. 31 Capacities Actions: To strengthen national capacities in cultural heritage conservation and management, through capacity building and scholarships for Ukrainian students/professionals. Together, we are contributing to the protection, conservation, and promotion of Ukraine’s cultural heritage as a key driver of resilience and recovery during and after the war. This collective effort reflects our belief that culture is not only a legacy of the past but a foundation for the future - and a vital force for hope, identity, and resilience.
