The relevance of the proposal is amplified given its connection with the development of AI tools. The objectives the proposal intends to accomplish, are presented with sufficient details, are ambitious, but realistic. Furthermore, they are articulated in a way that effectively combines research coordination with capacity building. The proposal demonstrates an excellent command of the state of the art. It reveals a high degree of awareness of the scholarly debate as well as the of the relevant EU official documents. Since the application clearly explains how the proposed approaches and methodologies will advance current practices, it will predictably bring important progress beyond the state of the art. The proposed networking approach is well suited. The involvement of research units established in multiple European countries can create benefits that would not otherwise be attainable. Indeed, the proposal clearly points out that legal design challenges are systemic and not confined to a specific State of region, requiring supranational dialogue. In addition, since many difficulties have their roots in EU legislation, a coordinated pan-European response mechanism is likely to be the only way forward. The proposed network displays outstanding critical mass and disciplinary breadth. With more than one hundred members from several countries (although over a quarter of the researchers come from institutions based in two countries of the same region), the research team seems well-equipped. Moreover, an interdisciplinary approach is adopted, with a predominance of law expertise. The strategy to sustain the network is credible and well structured. Mark: Excellent (5) Evaluation Criterion 2: IMPACT The potential impact of the proposal is thoroughly described in the application. The proposal identifies short-, medium-, and long-term impacts on research, legal practice, public administration, and society as a whole. While the proposal aims at reducing jargon contamination also within the contractual ecosystems, a noticeable effect is expected mainly for certain types of agreements. The proposal mentions a number of strategies to expand the action’s reach and to get a number of distinct categories of stakeholders involved. The relevant categories are effectively targeted by the outcome of the action. The proposal would have benefited from further details, in particular as to how to engage stakeholders outside the academia. The application combines a plethora of communication, dissemination and valorisation strategies, without forgetting the principles of open science. It includes mechanisms susceptible to reach different audiences and ensuring that results are usable beyond academia. The proposal demonstrates strong awareness of sustainability and exploitation of results. Mark: Excellent (5) Evaluation Criterion 3: IMPLEMENTATION A cumulative, integrated, and progressive working plan is presented. The Working Groups are clearly differentiated yet strongly interconnected, with well-defined tasks, milestones, deliverables, and timelines. The overall timeframe is reasonable (although the proposal would have slightly benefited if the starting date of the WG 4 activities had been set earlier). Mark: Outstanding (3) SELECTION COMMENT OF THE SCIENTIFIC COMMITTEE SC To comply with the COST Excellence and Inclusiveness Policy, in the implementation of the Action: - the level of involvement of Inclusiveness Target Countries (ITCs) should be maintained and a plan should be developed and implemented to ensure the full involvement of ITC representatives in all aspects of the Action's implementation (including in Action leadership positions); - the level of involvement of Young Researchers and Innovators (YRIs) should be increased and a plan should be developed and implemented to ensure the full involvement of YRIs in all aspects of the Action's implementation (including in Action leadership positions); - the gender balance should be improved and a plan should be developed and implemented to ensure gender balance in all aspects of the Action's implementation (including in Action leadership positions). 2 Powered by TCPDF (www.tcpdf.org)
