AI-FIREGUARD aims to validate through evidence-based demonstrations the latest advances in AI-driven situational awareness, autonomous aerial
suppression, and interoperable decision intelligence for next-generation European wildfire and structural-fire response. Field trials in Estonia and
Germany replicates complex fire-management scenarios covering early detection, coordinated suppression, real-time multi-agency command and
control.
Project integrates an AI-enhanced early-detection and alerting network with a drone-based suppression swarm, linked through a common coordination
platform implementing OGC-compliant geospatial exchange, CAP-based alerting, and 3GPP MCX-compatible mission-critical communications to
ensure seamless information flow and operational interoperability among heterogeneous command centres and first-responder units.
Validated through two training pilots and additional FSTP grants, AI-FIREGUARD targets measurable improvements: fire-detection latency reduced
by >30 %, suppression efficiency increased by >25 %, responder exposure reduced by >20 %, and energy use cut by 15–30 %, evaluated against >80
technical, operational, ethical, and socio-economic KPIs.
Building on seven Innovation Streams (IS1–IS7) spanning agentic AI, swarm intelligence, interoperability, satellite-data fusion, 3D localisation, secure
5G communications, and efficient aerial suppression, project delivers a validated operational framework demonstrating how trusted, human-centred
AI and standards-based interoperability can transform Europe’s capacity to prevent and respond to climate-driven disasters.
Consortium of 17 partners from 12 countries unite leading research organisations, first-responder agencies, SMEs, and social-science experts,
provides an actionable blueprint for a scalable, adaptive, and policy-compliant European fire-response network that strengthens cross-border

The objectives of the proposal are very clear and are explained in excellent detail. They are highly pertinent to the topic of the work program, and they are
supported by clear and measurable success criteria. The objectives are ambitious, realistic and achievable, and measurable results are presented for all of them,
supporting the credibility of the proposal.
For every proposed innovation the way in which it will be beyond the state of the art is presented and includes ground-breaking concepts. For example, the aim of
improving current AI implementation to fire emergency response to make the process fully autonomous represents a novel concept and approach in the domain of
tactical and strategic decision-making. A research-innovation-validation chain is implemented to ensure that TRL 7-8 will be achieved by the end of the project.
The presentation and analysis of state of the art is rather limited. For example, autonomous UAVs and multi-UAVs, and fire risk assessment, which are key for
some of the use cases are insufficiently discussed. This is a shortcoming.
The methodology is mostly very good, explaining very convincingly how expertise of the partners will be leveraged and combined to produce the proposed results.
The path to delivering the expected results is defined accurately, and excellent validation and evaluation procedures have been defined. However, the main focus is
on the description of testing and use cases, rather than a structured methodology linked to the Innovations proposed.
The interdisciplinary dimension is integral to several parts of the proposal and is presented in very good detail.
The gender dimension is addressed well, with a good approach in relation to the R&I, and it is planned to be properly monitored.
SSH is integrated in the proposal, however, there is not sufficient discussion of how citizens and community engagement will be achieved.
Open science practice is comprehensively implemented to maximize project impact. Project outputs will be accessible to a broad European and global audience.

The proposal’s contribution to the expected outcomes of the topic is very relevant. The impacts are also aligned with key strategic orientations of the HE WP. The
proposed pilots are a strength of the proposal.
However, there is insufficient detail of some aspects. For example, how the necessary number of Civil Protection authorities will be engaged, and how engagement
with DG ECHO is planned is not clear.
The likely scale and significance of the project's impact is estimated as very good and is quantified through expected measurable results.
The expected impacts are measured through several relevant quantified and measurable KPIs. However, the achievability of some of them is not fully justified.
An individual exploitation plan has been developed, stating that the priority is strengthening public safety capabilities and cross-border cooperation. However, there
is insufficient detail regarding how sustainability will be achieved.
An excellent dissemination plan is presented with clearly defined target audiences and channels. Activities include participation in EU civil protection networks and
events, regional and international exercise demos, scientific publications, participation in conferences, communications towards EU preparedness union, interactions
with international disaster forums, training through online tutorials, hackathons.
A very good communication plan is outlined and includes a project website and social media which is very positive.

A range of relevant risks has been identified and analysed, and appropriate mitigation measures are described. However some critical risks are missing, such as an
external agent not being present in pilot studies.
The participants show good complementarity, and the consortium has most of the expertise to carry out the work proposed. However the AI and SSH expertise in the
consortium is not fully justified. The consortium has a very good balance between academia/research, industry/SMEs and training centres/practitioners.

Effective management of the EU's maritime (sea) and land borders (incl. lakes and rivers), and critical underwater infrastructure is crucial for
security, economic prosperity, and upholding the Schengen Area. However, border agencies struggle with fragmented monitoring and management
systems and limited interoperability, hindering their ability to efficiently monitor large areas and respond to threats and illegal activities, especially in
the era of hybrid attacks.
The BORDERLENS project proposes a smart border monitoring and surveillance system, along with an open-architecture intelligence and data-
sharing single-window application to enhance border surveillance across all domains. This is achieved by a central open architecture information
sharing system (CISE-compliant single window application that is interlinked to various services, providing the actions and processed information to
stakeholders in border surveillance domains.
BORDERLENS will bring manned and unmanned surface, land and air vehicle capacity together with close collaboration between them to the coast
guard and border guard reach, offering advantages over current systems. These benefits include: improved response times, cost savings, and the
strategic allocation of high-cost resources to high-risk areas, while unmanned systems handle surveillance duties in the rest of the regions of interest.
The project will present a step change in interoperability for border and maritime surveillance, transforming from fragmented situational awareness to
situational understanding and action.
With 5 countries' law enforcement end-users as partners, expertise from 4 research institutions and innovation from 3 SME-partners and 1 large
enterprise (altogether 13 partners), we have the capacity to reach the project’s objectives. Piloting period with end-users across borders ensures the
progress towards expected outcomes to be exploited by border guard organisations throughout the EU with EUROSUR and CISE frameworks.

The proposal aims to create a scalable and resilient system that enhances cross-border cooperation, supports real-time situational awareness, and enables faster,
coordinated responses to hybrid and emerging threats.
Five specific objectives are defined; they are tangible and well presented, each accompanied by specific KPIs that are measurable, verifiable and very well
detailed. They are fully in line with the Call objectives and address all three expected outcomes.
The objectives are realistically achievable within the project lifespan.
The proposed work is ambitious and very well presented.
The State of the Art as well as the progress beyond it are well elaborated in general, addressing key integration and operational developments in the relevant
systems and highlighting the proposal’s advances. For example, the progress in single window decision making and in GNSS-denied environment are very well
justified. However, the proposal does not sufficiently elaborate on the State-of-the-Art on some aspects such as the sensors operating in challenging conditions.
The methodology is excellent, clear and credible; it is logical and precisely described. The various components of the system are clearly identified and the way they
are integrated is well explained. For example, the blending of the different sensors is properly presented.
The description of the AI to be used in terms of resilience to attack and fallback plan is not sufficiently elaborated.
Three Pilots with various relevant scenarios are foreseen, addressing important use cases such as open sea, inland waters and land borders. However, their
description is not sufficiently elaborated. For example, it is unclear how the Law Enforcement Agencies who will be participating in each of the three pilots will be
involved.
The R&I maturity of the proposed work is fully in line with the topic description. The proposal builds well upon previous and ongoing research targeting TRL 7
which is in line with the Call objectives.
The interdisciplinary approach is not adequately addressed. For example, the strategy that will be adopted in order to achieve transdisciplinary collaboration is not
sufficiently detailed. This is a minor shortcoming.
Open science practices are well implemented and different approaches for different kinds of data are outlined. Open access and data management are adequately
addressed through FAIR principles.
The concerns on human rights by design in relation to AI-based processing are suitably addressed especially since cameras are involved.

scale and significance of the contributions from the project are generally plausible but not clearly demonstrated. Moreover, appropriate baselines are not
sufficiently defined on some aspects, for example, with regard to the targeted lower risks for border patrol personnel and reduced operational costs.
The management of the potential negative impacts and barriers on the project's activities and achievements (e.g. the access to real national operational data,
technical availability of equipment and services, weather conditions and access to tests areas) is insufficiently detailed. This is a minor shortcoming.
Dissemination and communication are in general well addressed by a clear strategy and a detailed action plan including appropriate KPIs. The communication
strategy is diversified so that different target groups can be easily addressed. Activities to increase visibility are properly described with various digital channels and
promotional material is foreseen. Scientific publications are targeted and journals and conferences are suitably identified.
The exploitation plan is not adequate: the individual and the overall joint exploitation plans are not sufficiently elaborated (e.g. the Business Case does not present a
proper go-to-market strategy for a project claiming to be at a final step before commercialization).
IPR and knowledge management have been provided in a generic way, not providing enough details related to foreground & background knowledge transfer
among project partners. This is a minor shortcoming.

example, the tasks for piloting, demonstration and validation indicate that all partners will be involved without an explicit distribution of activities among them. This
is a minor shortcoming.
The GANTT and PERT charts and timing of activities are well presented and of good quality.
The efforts in person months allocated to the work packages are in line with the objectives and deliverables.

Abstract:
PANDORIS establishes an innovative doctoral training network dedicated to equipping Doctoral Candidates (DCs) with cutting-edge expertise in
transformative governance for the twin digital-green transitions. The program addresses a critical knowledge gap by training DCs to navigate and
manage the complexities inherent in digital and sustainable transformations, producing specialists skilled in political, societal, and economic facets of
twin transition governance. This interdisciplinary, intersectoral network provides robust research, mentorship, and mobility opportunities, ensuring
DCs gain versatile skills applicable across academia, public, and private sectors. The project fosters international cooperation among consortium
partners, enhancing research capacity and knowledge exchange to build a cohesive approach to public administration and sustainability. By generating
evidence-based insights and solutions, PANDORIS aims to influence policy, enrich existing doctoral programs, and extend best practices beyond
academia. With a specific focus on the integration of public and private sector innovations, this program advances a comprehensive framework for
transformative governance, paving the way for resilient, sustainable public administrations capable of leading Europe’s twin transition.

expertise. Along with a comprehensive literature review, research and training gaps are appropriately identified. It is ambitious and promising. Although it brings
about breakthrough innovations, it does not clearly benchmark them against the current state of the art, identifying specific areas where it transcends existing
solutions, which is a minor shortcoming. Overall, the contribution of the individual research projects (IRP) is convincingly explained, with a well-balanced mix of
theoretical and empirical approaches, ensuring that the IRPs address critical sub-questions and contribute coherently to shared objectives. This approach will
facilitate cross-project learning and collaboration. However, mechanisms for integration to ensure that IRP's contribute to the overall programme are not fully
described.
The scientific methodology is clear, sound, and well suited enabling the network to deliver its objectives. Methodological challenges are effectively addressed, the
interdisciplinary approach is coherent and effectively addresses the complexities of the twin transitions as well as enhancing the robustness of research outcomes.
Nevertheless, the proposal does not fully clarify how a cohesive theoretical foundation will be established by connecting disciplines and integrating methods across
the IRPs, which is a minor shortcoming. The gender dimension and other diversity aspects are well addressed and properly integrated into the research and training
activities. Dedicated modules on gender equality, diversity management, and research ethics highlight the commitment to inclusive and responsible research
practices. Open science practices are thoroughly addressed and implemented as an integral part of the methodology. A strong commitment to FAIR principles in
research data management is presented.
The network-wide training events are meaningful and well-aligned with research objectives and tailored to individual needs. The training program is ambitious and
includes a significant focus on transferable skills and specialized skills, as well as interdisciplinary and inter-sectoral experience. Activities are well suited to support
the DCs development, enhancing their career prospects and capacity to address complex global challenges. However, their development is not presented fully
clearly, as some professional competencies are not appropriately differentiated, which is a minor shortcoming. The multidisciplinary and intersectoral training is
well integrated and thoughtfully designed to complement the programs offered locally at the participating organisations.
The qualifications, skills, and supervision experience of the academic supervisors are highly relevant. The supervisors are internationally recognized researchers

Abstract:
AutoPlatCon's goal is to develop a breakthrough autonomous, self-assembling and reconfigurable floating multi-robotic platform designed for use in
waterfront environments. This technology can be used for construction projects, such as marine and offshore structures and ports' breakwaters, as well
as reconstruction projects, such as buildings and structures in cities like Venice. It can also be used for specialised construction applications, such as
coastal erosion protection and waterfront reinforcement along vulnerable shorelines.
The system integrates surface vessels, robotic manipulators and aerial drones to create a cognitive swarm that can navigate, assemble and manipulate
directly on water. Guided by real-time digital twin and building information modelling data, these robotic units can dock together to form temporary,
stable and zero-emission workspaces, eliminating the need for scaffolding, pontoons or heavy machinery in fragile aquatic zones.
Through advanced perception, distributed reasoning and explainable orchestration, AutoPlatCon enables collaborative human–robot construction and
ensures safe and efficient operation in the presence of tides, currents and variable weather conditions.
The target TRL-4 system will be demonstrated in a pilot in Venice, where a full-scale water gate arch, a complex brick-and-mortar structure will be
constructed. This pilot will validate autonomous assembly, manipulation and stability under realistic hydrodynamic conditions in a controlled aquatic
testbed replicating urban waterway environment.
The AutoPlatCon consortium brings together universities, research institutions, SMEs and a Venice-based organisation to support the pilot and ensure
its integration with the city’s lagoon ecosystem. Together, they are advancing robotic automation in the construction sector, thereby reducing
emissions, lowering costs, improving worker safety, addressing workforce shortages and safeguarding Europe’s cultural and critical assets.

Objectives and relevance to the Challenge : How clear are the project’s objectives? How relevant are they in contributing to the overall goal
and the specific objectives of the Challenge?
The proposed objectives (to build an autonomous platform system consisting of a fleet of heterogeneous robotic platforms, for supporting construction on water,
with a strong focus on multi-robotic systems) are clear, concrete and generally coherent with the overall goal of the challenge. Each objective is clearly illustrated
together with its KPIs and KERs. The relation between the objectives of the project and the specific objectives of the Challenge is clearly explained. The proposal's
objectives satisfy some challenge objectives well, which is a strength. A shortcoming, however, is that the proposal inadequately describes how the modules/elements
will be designed for robotic assembly and off-site construction, which are also challenge objectives.
Novelty : To what extent is the proposed work ambitious and goes beyond the state-of-the-art?
In the main, the proposed work is novel, ambitious, and goes beyond the state-of-the-art. If successful, it will represent a major breakthrough for autonomous
robotic construction in dynamic, unstructured environments, particularly in terms of systems integration. Specifically, it will enable bringing maritime robotic
manipulators out of the research laboratories and into real-world, architectural-scale construction operations. The proposal demonstrates a reasonable knowledge
of current research and project results, and the gaps that remain to be filled, but there are some places where the novelty beyond state-of-the-art is less clear. For
example, the use of heterogeneous groups of robots in the construction sector and their coordinating/orchestration is known at least in the research domain and it is
not obvious if or how the robots themselves will differ technically from existing ones. This is a shortcoming
Plausibility of methodology : How sound is the proposed methodology, including the underlying concepts, models, assumptions,
appropriate consideration of the gender dimension in research content, and the quality of open science practices?
At a high level, the methodology is presented well and appropriate for achieving the objectives of the proposal. In most cases, the detail is also convincing. The
overall architecture of each robot is clearly outlined and described, for example. There are a small number of issues with finer detail in other places, however. The
feasibility of 10 mm and 3 degrees accuracy is unconvincingly discussed, for example. Similarly, there is insufficient discussion of alternatives if the critical
'ArchiMate' component cannot fulfil its intended purpose. This is a minor shortcoming.
Open science practices are implemented as an integral part of the project; FAIR principles are followed, and the comprehensive data that will be collected during
the project will be curated and shared.
The gender dimension of the proposed research is addressed well. Specifically, gender considerations will be included in the human-robot interaction design.
The proposed AI will be used in non-critical contexts in the project, and its use is aligned with EU AI Act standards. From a proportionality perspective, it can be
considered sufficiently robust.

The proposal provides a clear and convincing pathway to achieve the expected outcomes and impacts of the Challenge, in particular for the specific niche of
construction of waterfront buildings and structures. Moreover, the project will strengthen European leadership in research into field robotics in general and on
maritime robotics in particular. A successful project has the potential to impact the autonomous construction or repair of waterfront buildings: an important
problem to address with no good current alternative. Successful demonstrations of the project could feed usefully into European standards, regulations, and policies
in this area, where AutoPlatCon would serve as a reference case.

Innovation potential : How realistic is the proof of principle for demonstrating the potential impact of the technology for the challenge?
How adequate are the proposed measures for protection of results and any other exploitation measures to facilitate future translation of
research results into innovations with positive societal, economic or environmental impact? How suitable are the proposed measures for
involving and empowering key actors that have the potential to take the lead in translating research into innovations in the future?
The proof of principle for demonstrating the potential impact of the technology for the challenge is partially realistic but lacks sufficient detail in key areas. For
example, the exact system accuracy in relation to environmental conditions is not well-defined, and therefore difficult to assess. It is unclear if the proposed system
is intended to operate all-year-round, in any weather, or whether it will have limitations in terms of climate, specific wave height, wind etc. This is a shortcoming.
Proposed measures for protection of results lack detail in places but are broadly adequate. The IP strategy will balance strong protection for core technologies with
open-innovation principles for non-core components and IP ownership and access rights will be managed through consortium agreements. Results will be exploited
through industrial partnerships and licensing models, and potential spin-offs will maximise commercial uptake.
The discussion of both societal and economic impact is limited. Societal impacts are considered primarily through enhanced occupational safety due to the proposed
robotic system transferring hazardous work from humans to supervised robotic agents. Economic impact is discussed as opportunities for new service models such
as robotics-as-a-service (RaaS). Neither is fundamentally flawed as a concept but the detail is unconvincing. This is a shortcoming.
The proposal includes one start-up and will consider the potential of starting spin-offs to translate the project results. Beyond this, it does not give a particularly
clear vision of key actors such as excellent early-career researchers or promising high-tech SMEs or how these will be empowered to translate research into
innovation. This is a minor shortcoming.
Communication and Dissemination : How suitable are the proposed measures, including communication activities, to maximise expected
outcomes and impacts for raising awareness about the project results’ potential to establish new markets and/or address global challenges?
The communication and dissemination measures are extensive, well-structured, and will promote the project throughout the full lifespan of the project and, to some
extent, beyond. The main target groups the project aims to reach are properly identified and, for each target group, key representatives are identified and the
information to be communicated is well defined. It is commendable that the general public is included as a target group. A useful table quantitatively detailing how
each target group is reached represents the communication strategy of the project very clearly and efficiently.

Allocation of resources : How appropriate and effective is the allocation of resources (comprising person-months and other cost items) to
work packages and consortium members?
Resources allocated to work packages are well aligned with their respective objectives and deliverables. Notably, work packages representing core challenges have
appropriately higher resource allocation. The number of person-months and other resources allocated to each partner aligns well with their contributions as
described in the proposal. The equipment costs are reasonable. Overall, the resource allocation is well designed; appropriate and effective.
Around half of monthly personnel costs are within the 80th percentile for the corresponding country. For those exceeding this, the increments are not significant
and mostly do not represent a problem for the budget. Three units of personnel for one partner are more than double than the 80th percentile cost but still does not
unbalance the budget. In conclusion, the budget is well structured.

The quality of the consortium is good. There is an excellent balance between research institutes, SMEs, Industrial Representatives and Associations. Most members
of the consortium have the necessary capacity needed for performing the research of the project. This is made very clear in the proposal, where management,
communication and exploitation, portfolio management and each of the objectives are associated to one or more partners through their expertise and experience in
the corresponding field. A single exception is the industry representative from Spain, which does not sufficiently detail their background and expertise, making it
difficult to fully assess their capability to perform several important robotic related tasks - a minor shortcoming.
