Background
This document is a template for the partner letter to be used along with applications for project
funding in calls within the SI Baltic Sea Neighbourhood Programme. The partner letter confirms
support from your organisation to the project application. It also provides an opportunity to develop
your expectations with the project and what the contribution from your organisation will be.
Instructions
The template provided in the document (see next page) should be completed, signed and e-mailed
to the main applicant for the project you apply for, not to SI. The main applicant is responsible for
forwarding the partner letter to SI. All project partners, except the main applicant, are required to
use this form. The main applicant instead fills in enclosure 4 Organisation description.

The Geological Survey of Estonia (GSE) is Estonia's national competence centre for
geological and hydrogeological expertise. GSE plays a critical role in groundwater
monitoring, resource assessment, and policy implementation, ensuring alignment with the
EU Water Framework Directive (WFD). Therefore, its involvement is highly relevant to this
project, by ensuring that project results are aligned with national and EU-level water
policies.
GSE core competencies include hydrogeological modelling, groundwater quality and
resource assessments, environmental impact evaluations, and maintaining
hydrogeological databases to support decision-makers and sustainable groundwater
management.
GSE will contribute to several key project activities, such as the compilation of best
practices (WP1.2.) by leading the review and documentation of effective groundwater
resilience assessment methodologies and identifying data needs. GSE will also lead
WP4.3. with a focus on the identification of collaboration and funding opportunities, and
necessary partnerships.
As part of the European Commission's Groundwater Working Group, GSE will support the
integration of project findings into national groundwater management strategies and
facilitate knowledge transfer at the EU level, thus supporting project activities, particularly,
WP2.2. and WP3.2.

The Geological Survey of Estonia (GSE), established in 2018, is a state institution under
the Ministry of Climate, one of the project's key stakeholders. As a key stakeholder in
groundwater management, GSE represents the project’s target group - water managers -
by providing scientific support for sustainable groundwater resource management.
GSE’s core responsibilities include hydrogeological monitoring, groundwater body status
assessments, and maintaining national hydrogeological databases. It supports the
Estonian Environmental Agency (as the primary water manager) and the Ministry of
Climate (as the decision-maker) in implementing the EU Water Framework Directive
(WFD). Through its participation in the European Commission’s Groundwater Working
Group, GSE ensures that Estonia’s groundwater management aligns with EU policies and
best practices.
This project directly supports GSE’s mission to enhance Estonia’s capacity for evidence-
based groundwater management. As GSE expands its research-oriented role, the project
will provide valuable knowledge, methodologies, and tools to strengthen groundwater
resilience, contributing to both national and EU-level water strategies.

The Geological Survey of Estonia (GSE) plays a key role in ensuring that project results
align with both Estonian and EU water policies. As a state institution, GSE specializes in
environmental surveys and hydrogeological monitoring under the EU Water Framework
Directive. It maintains direct connections with national water managers and decision-
makers (our target groups), facilitating the uptake of project findings into policy and
practice. Based on its extensive experience in transboundary groundwater management,
GSE strengthens the project’s ability to develop effective and coordinated groundwater
resilience solutions, building on past collaborations with Latvian partners, including
University of Latvia, to address transboundary challenges.

cooperation with international experts, and introduce data-driven approaches to improve
