1. Human Intelligence & Lloyd’s Agency Network.
Our exclusive partnership with the Lloyd’s Agency Network gives us access to over 500 mari me
professionals in 170 countries. The Agents provide on-the-ground informa on which analysts use for
double-checking electronic data and providing fresh data on vessel posi ons, including when AIS signals
are not available or have been switched off. Over 24,000 port calls per month are provided by Lloyd’s
Agents that aren't available through AIS tracking.
Users can leverage an addi onal layer of human intelligence through the Ask-The-Analyst service. This
service enables users to directly query our data and receive a detailed response from our team of 80+
global analysts. This is par cularly valuable for querying unusual vessel movements or reques ng the
very latest ownership or flag records for cri cal go, no-go decisions.
2. Proprietary AIS Network.
Our terrestrial AIS network ingests over 400 million vessel posi ons daily, providing customers with the
most reliable and comprehensive coverage of commercial mari me traffic. Having our own proprietary
terrestrial AIS network means that we capture over 90 million AIS messages per day that are exclusive
to Lloyd’s List Intelligence users.
Since 2018, 100% of our terrestrial AIS receiver units were upgraded to the latest receiver technology
(Comar SLR 350N) which has extended the range of receivers by 50-80% and has posi oned Lloyd’s List
Intelligence as the most reliable source of vessel posi ons data with a market leading 95.6% AIS sta on
up me. Our commitment to con nuously improving sta on up me means that Seasearcher users can
always rely on crucial vessel posi ons data being captured.
Lloyd’s List Intelligence has placed AIS sta ons in 100% of major trading ports and has priori sed
expansion of new AIS sta ons in the South China Sea, East China Sea, Indonesia, Libya, Egypt, and the
Black Sea. We add on average 6 addi onal new AIS sta ons every month. In countries where hos ng
proprietary receivers is prohibited, we have secured third party agreements, many of which are exclusive
to us.
3. Satellite AIS
Lloyd’s List Intelligence u lizes data from two satellite partners to ensure complete coverage across the
globe. The Spire Global constella on of 165 AIS enabled satellites with a 98% up me, allows more
visibility in high traffic zones such as the South China Sea and the US Gulf and relays messages to more
than 30 ground sta ons. Data is further enhanced through our second partner Orbcomm, via their
network of 18 AIS enabled satellites, with 99.9% up me. These two satellite systems working together
allow us to obtain more messages with greater coverage, and quicker than ever before.
4. The most comprehensive and long-running casual es database
Our casual es repor ng service dates to 1960, and we’ve been providing market-leading casual es data
ever since. Data is researched, validated and published within 20 minutes of a received report: clients
receive casualty alerts 24 hours a data, seven days a week. This 24/7/365 service is unique to us. 25% of
the incidents we report on originate from exclusive sources to Lloyd’s List Intelligence.

6. Geospa al Database
We have geofenced 100% of global shipping ports to a port, terminal and berth level, enabling us to
provide the most granular vessel movements data to our customers. U lizing a modern spa ally enabled
database (PostgreSQL hosted in AWS cloud infrastructure) and a geospa al pla orm (QGIS), LLI has not
only expanded the number of records it has but can now maintain spa al integrity in the database. For
our customers this means that with our database at their disposal they will be able to filter and integrate
ports to a level that was previously not possible.

Seasearcher Advanced Risk and Compliance (ARC) Capabili es

ARC provides users with a level of insight which was historically una ainable by using advanced machine
learning algorithms to analyse trillions of historical data points to flag details of where probable illicit
ac vity occurred across voyages.
ARC highlights global vessel risk ac vity by a ribu ng a green, amber or red risk ra ng to the world fleet
of vessels by analysing all associated sanc ons, ownership, safety, flag registry and voyage risks.
Here are some of the most common challenges that ARC helps users overcome:
Which high risk vessel arrivals are voyaging to my territorial waters / EEZ today?
Has a vessel spoofed it’s AIS transmission before calling into my area of interest?
Which vessels present a safety risk based on its incidents/deficiency history?

1. A view of high-risk vessel arrivals to a territorial waters or EZ
ARC allows users to filter vessels currently in an EEZ/TW and voyaging to an EEZ/TW alongside a
red, amber or green risk indicators. Users can filter the list so that the highest risk vessels arrive
top of the list. Users need only hover over the risk indicators to instantly see what risks the
pla orm has iden fied.
2. Instant risk indicators
Get an instant “big picture” indica on of vessel’s associated risk level using data inputs such as sanc ons
risk, AIS gaps, AIS manipula on, unusual movements, irregular flag changes, ship to ship transfers and
ownership anomalies.

3. AIS Spoofing Detec on
AIS Spoofing is when a vessel is deliberately transmi ng false AIS data in order to conceal it’s true
loca on. The mari me sector is encountering an increase in spoofing ac vity as bad actors a empt to
find ways around Russian oil price restric ons and other sanc ons.
If a vessel is deliberately transmi ng false AIS data, it’s reasonable to assume this is to conceal illicit
voyage ac vity. Our proprietary network detects TRUE LOCATIONS so we know where vessels actually
are, not where vessels want us to think they are.
Our use of advanced machine learning algorithms use historical behaviour pa erns to build a picture of
poten ally suspicious transmissions.
Spoofing example below:
The vessel below has been spoofing its AIS transmission between 29/03/2022 (21:03 GMT) and
15/06/2022 (11:36 GMT).
The model detected impossible course over ground.
The model detected an impossible heading.
Our proprietary AIS receivers detected out of range AIS messages.

Venezuela that captured this vessels AIS signal while the vessel was supposed to be voyaging
through the Atlan c Ocean:
4. Abnormal Movements & Suspicious Loitering detec on
Detect vessels behaving abnormally compared to historical norms with the suspicious loitering tool. The
pla orm will compare the current voyage data to previous voyages to detect if the vessel is ehaving

abnormally. This tool gives me back to users by avoiding analysis on en re voyages by checking pages
of AIS data:
5. Dark Port Call Detec on
Detect and review predicted high-risk callings at compa ble ports even when AIS is disabled. As shown
in the example below, we will highlight the approximate me it would take to reach each port in the area
with an es mated me spent in this place:
6. Dark Ship to Ship transfer detec on (1-way and 2-way)
Iden fy and review detailed insight on probable dark STS pairings, even when one or both vessels are
not transmi ng AIS.

Below is an example of mul ple dark ac vi es that the pla orm iden fied for the NS Leader – one of the
Sovcomflot vessels sanc oned by OFAC in February 2024.
• The pla orm first iden fied an AIS gap in the Greek EEZ on the 17th April which lasted for 4 days.
• The system then automa cally iden fied two vessels were in the area that had the
characteris cs to engage with this vessel in a ship-to-ship transfer, one of which was sanc oned
at the me.
• The system compared the voyage ac vity for these two vessels to it’s historical norms and
flagged both vessels as loitering.
• A er the loitering event the system then detected that these two vessels went dark during the
same period of me as the NS Leader and there was a draught change straight a er the AIS gap.
Without the use of AI when assessing this voyage, this assessment would be extremely me consuming,
having to manually trawl through 4 days of AIS data to understand what could have happened during
this period of darkness, especially when both vessels went dark during this ship-to-ship transfer.
7. Incident and casualty repor ng
The ever-growing database contains details of over 86,000 vessel casual es and provides a detailed
current and historical record of incidents, arrests and illegal ac vity going back to 1965. Data is
researched, validated and published within 20 minutes of a received report; clients receive casualty
alerts 24 hours a day, seven days a week. This 24/7/365 service is unique to us.

We source our casualty data from the Lloyd’s Agency network, our team of dedicated casualty
correspondents, coastguards, as well as search and rescue agencies and tug and salvage companies.
Seizures, deten ons and inspec ons are also sourced direct from the regional Port State Control
organisa ons set up to control deten on and inspec on within their geographic regions. The incident
types that we cover include Arrests/Seizures, Collision (involving vessels), Piracy, Contact (harbour wall),
Vessel Detained for breach of Ports State Control Regula ons, Fire/Explosion, War Loss/Damage During
Hos li es, Foundered (sunk, submerged), Wrecked/Stranded (aground), Hull Damage (holes, cracks,
structural failure), Labour Dispute, or Missing/Overdue status.

Instantly see if a vessel has called at high-risk port within the last 6, 12 or 24 months. Stay informed of

teams can avoid screening vessels more than once.
Users can add personalized risk ra ngs to vessels so that colleagues can see that risks have been

View the loca ons a vessel typically operates in in seconds using the Trading Insights tool. This saves
users me trying to iden fy if vessels are opera ng in unusual loca ons compared to historical norms.

Avoid unnecessary inves ga ons with instant risk indicators based on the vessel’s profile and detected
voyage risks, tailored to a me period defined by you based on your appe te.
12. Ownership Origin Risk
Iden fy if the vessel or a legal en ty you are monitoring is linked, via common or affiliated ownership, to
a sanc oned en ty. Companies and vessel that are directly sanc oned appear as a clear red indicator,
while vessels and companies who are indirectly linked to sanc ons appear as amber.
13. High-Risk Vessel Watchlists
Leverage research from Lloyd’s List’s global team of mari me journalists, who iden fy high risk
vessels through their own research of high risk vessel ac vity. Watchlists also include publica ons of
high risk vessels from OFAC and the UN security council.

3. SUBMISSION AND PROCESSING OF THE TENDER
3.1. Clarifications Interested parties have the right to ask for clarifications
regarding the price inquiry and its annexes by sending

The Tenderer specifies in the tender which information
is a trade secret and provides justification for the

3.3. Checking tender - The Contracting authority opens all tenders submitted
conformity by the deadline and verifies their compliance with the
requirements of the price inquiry and its annexes.

Annex I
Technical description of the object of procurement
The procurement is for the acquisition of a global vessel and their activities-related risk
management and monitoring data platform service. The data platform service must have
the following functionalities:
1. The platform should provide an immediate summary of risk levels based on
various data inputs (such as compliance and operational anomalies), with options
for risk escalation and detailed report generation.
2. The system should identify and flag unusual vessel movements and behaviors,
comparing real-time activities to historical norms to detect potential irregularities.
3. Enable the identification of vessel presence at ports of interest, even when
tracking data is unavailable, with estimations of vessel arrival and departure times.
4. The platform should allow users to monitor vessels entering designated zones,
prioritizing high-risk vessels using customizable risk indicators and providing a
quick overview of identified risks.
5. Allow users to track if vessels have entered or operated within high-risk areas
within specified time frames, with alerts for activity in designated risk zones.
6. The system should detect false location data transmissions, identifying
discrepancies in reported vs. actual vessel locations to ensure data accuracy and
track suspicious activities.
7. Provide insights into a vessel’s typical operational regions to help users quickly
assess if the vessel is operating in unusual locations.
8. O er an incident reporting database that includes historical and current vessel-
related incidents, maintained with timely updates from reliable maritime sources.
9. The platform should o er flexible risk scoring tailored to user-defined criteria,
helping users prioritize which vessels to investigate based on relevant risk factors.
