This initiative follows the decision of the Seventy-eighth World Health Assembly to develop a new global strategy on digital health for 2028–2033. It also builds on the adoption of the Regional Digital Health Action Plan for the WHO European Region 2023–2030 during the 72nd session of the WHO Regional Committee for Europe and the adoption of EPW by the 75th session of the Regional Committee, which identified “unlocking the potential of artificial intelligence for health” as one of its key transformational shifts, aimed at empowering people to deliver better care and build stronger health systems for all. Please note that the WHO Regional Office for Europe will invite relevant partners – such as the European Commission, the Organisation for Economic Co-operation and Development and other United Nations agencies – to join this effort in order to ensure alignment and international coordination, and to avoid duplication of efforts. The Member State working group will hold its first meeting in February 2026 (date to be confirmed). Its online meetings will guide the formulation of a coordinated response to support countries in leveraging and scaling up digital transformation and artificial intelligence for better health outcomes at the regional and global levels. Nominated representatives may come from ministries of health, public health institutes, national digitalization offices or comparable institutions. The goal is to form a diverse and multidisciplinary group of professionals who can work collaboratively to advance digital health and artificial intelligence for better health in the WHO European Region. In May 2025, during the Seventy-eighth World Health Assembly, Member States decided to develop a new global strategy on digital health for 2028–2033 and to submit a draft strategy for consideration by the Eightieth World Health Assembly in 2027, after consideration by the 160th session of the WHO Executive Board. In October 2025, at the 75th session of the WHO Regional Committee for Europe, Member States adopted the WHO European Programme of Work (EPW) 2026–2030, which identified “unlocking the potential of artificial intelligence (AI) for health” as one of its transformational shifts, aimed at empowering people to deliver better care and build stronger health systems for all. Objectives The WHO Regional Office for Europe is establishing a Member State working group on digital health and AI to contribute to: • the development of the new global strategy on digital health (2028–2033); • the update of the Regional Digital Health Action Plan for the WHO European Region 2023– 2030; and • the operationalization of AI as a key transformational shift within the EPW 2026–2030. Profile We would be grateful if each Member State could nominate two representatives to participate: one expert with a technical background in digital health and/or artificial intelligence, and another with policy or strategic expertise, not necessarily limited to the digital health domain. Member State Working Group The Member State working group will hold its first meeting in February (date to be confirmed). Meetings will bring together member state representatives nominated by Member States and WHO staff. The discussions will guide the formulation of a coordinated response to support countries in leveraging and scaling up digital transformation and artificial intelligence for better health outcomes at the regional and global levels, respectively. A report will be produced following each meeting. The working languages will be English and Russian. Methodology and Timeframe Q1/Q2 2026 – Technical review and expert input The draft documents will be shared with the working group of member state representatives for review and feedback between February and May. Work on refining the documents will continue based on technical contributions. Q3 2026 – Regional and Member State consultations A revised version of the documents will be presented to Member States of the WHO European Region for formal consultation in June. In the case of the new Global Strategy on Digital Health, regional consultation will ensure cross-regional alignment and incorporation of Member State perspectives from the different WHO regions. Q4 2026/Q1 2027 – Final drafting and Submission The finalized update of the Regional Digital Health Action Plan for the WHO European Region 2023–2030, and any other relevant documents, will be submitted to the Seventy-sixth session of the WHO Regional Committee for Europe in October 2026. The draft Global Strategy on Digital Health for 2028–2033 will be submitted for consideration by the Eightieth World Health Assembly in 2027, through the Executive Board at its 160th session.
