WHO Pandemic Agreement Language review
The Director-General of the World Health Organization presents his compliments to
Member States and has the honour to refer to resolution WHA78.1 (2025), which adopted the
WHO Pandemic Agreement. Through this resolution, the Health Assembly requested the
Director-General to “ensure the uniformity of the Arabic, Chinese, English, French, Russian and
Spanish texts of the WHO Pandemic Agreement, allowing for Member State review and input on
language conformity and accuracy”.
Accordingly, the Director-General has the honour to communicate the following in relation
to the language review:
– Proposals to ensure language conformity and accuracy are presented in the Arabic,
... French, Russian and Spanish texts of the WHO Pandemic Agreement as Annexes to this
communication and are based on the texts presented in the Annex to resolution
WHA78.1. Additions are shown in bold and underline; deletions are shown in
strike-through. No changes are proposed to the Chinese or English text.
– Any comments to the above-mentioned proposals are requested to be communicated in
writing to the Director-General within thirty (30) days from the date of the present
communication, i.e. not later than Monday, 3 November 2025 at 18:00 CET to the
following email address:
[email protected].
– Any other input on language accuracy of the Arabic, Chinese, French, Russian and
Spanish translations and their conformity with the English text should also be provided
to the following email address:
[email protected] by Monday, 3 November 2025
at 18:00 CET.
– All feedback will be reviewed by the WHO Secretariat and, as appropriate,
subsequently addressed in dialogue with the Member State concerned.
The Director-General will communicate the outcome of the language review as soon as
possible after the above-mentioned date to all WHO Member States.
The Director-General of the World Health Organization takes this opportunity to renew to
Member States the assurance of his highest consideration.
