1. GENERAL INFORMATION
BALEX DELTA exercises have been taken place each year since late 1980-s and are hosted
by the Contracting Parties according to a schedule agreed at the HELCOM RESPONSE
Group. In 2020 it is held in Estonia.
The general objective of the BALEX DELTA exercises is to test the procedures documented
in the HELCOM Response manual and ensure that every Contracting Party is able to lead a
major response operation. The results of the exercises are also reported to and discussed
at the RESPONSE group.
Nations participating in exercise are signatories of the 1947 Chicago Convention, 1979
International Convention on Maritime Search and Rescue (SAR) and Helsinki Convention.
The BALEX DELTA 2020 is scenario driven joint Field Training Exercise, focused on the
practical training of assets. Shore response will be done only on the national/ regional level.
BALEX BRAVO will be executed independently two weeks before BALEX DELTA
exercise.
The exercise areas (I and II) is near Island Naissaar (ANNEX 2 and ANNEX 3- EXERCISE
AREA).
Exercise time will be 0900–1700 LT (UTC +3) on 26th of August 2020.
Notice! Since major restrictions related to the spread of COVID-19 have been lifted in our
region, Estonia is planning to execute BALEX DELTA 2020 in limited format to provide
and secure participants’ health and safety. In order to make sure that BALEX DELTA 2020
takes place according to the valid safety measures, we are looking forward to limiting the
exercise to the sea part. Shore part will be done only on the national regional level and there
will not be held any events on shore. BALEX BRAVO (alarm exercise) in the beginning of
August will be held as previously planned.
2. AIMS OF THE EXERCISE
The general aim of this exercise type is to test the alarm procedure, the response capability
and the response time of the Contracting Parties. Also to test and train the staff functions and

the co-operation between combatting units (including the combatting equipment) of the
Contracting Parties.
Training requirements:
train command processes in oil pollution incident;
test alarming procedures;
train cooperation between different nation´s response units;
train cooperation with EMSA tanker;
test RPAS operation;
train Supreme On Scene Commander functions (SOSC);
train On Scene Commander functions (OSC);
train deploying sea booms;
train trawling and skimming operations;
train ship to ship (STS) operation;
train situation update scheme and information sharing;
train SAR procedures (STC Group A).
3. EXERCISE COMMAND AND CONTROL
The Head of DISTAFF is responsible for the coordination of all Incidents in his or her Area.
The head of DISTAFF is supported by the other DISTAFF members.

4. EXERCISE SCENARIO
Collision between oil products tankers in Estonian waters near Island Naissaar. Due do
collision tanker “A” has five missing crew members and one crewmember has serious
injuries on board. Tanker “A” will contact to JRCC Tallinn for urgent assistance. After 30
minutes from collision tanker “B” will report about the large scale oil pollution in collision
position.
PS! Missing crewmembers and seriously injured crewmember are played with dummies.
5. SPECIAL INSTRUCTIONS
During the operation, all actions should be based on international agreements and national
legislation of each participating country.
All units’ crewmembers wear suitable sea going clothing and life saving equipment.
Following all safety rules is mandatory.
After the exercise, please transfer dummies and life raft to Kindral Kurvits or Raju.

In case of unacceptable forecast or bad weather, oil pollution response exercise will be
cancelled. In case of cancellation, exercise DISTAFF will inform appointed contacts
according distribution list at least 72 hours before the STARTEX.

7. SHIPS
Units of Contacting Parties shall arrive to ship’s meeting area latest on 26th of August 2020
at 0800- 0900 LT (UTC +3) if not agreed otherwise. The area is located in position 59º 28,5´
N; 024º 18,0´ Е, radius 1 nautical mile see (ANNEX 3. CHIPS MEETING AREA).

Upon arrival to the meeting area communication with the vessels is established on VHF CH
69. Estonian patrol vessel „Raju“ will meet the ships at meeting area.
8. AIR UNITS
Estonian helicopter and aircraft will be stand by at Tallinn Airport (EPBGB Aviation Group)
on 26th of August starting from 0800 LT (UTC +3). EPBGB Aviation Group will carry out
the safety briefing for crew’s. After the exercise, air units will return to their home base.
9. COMMUNICATION PLAN
All communication will be in English. All communications start with the phrase
“EXERCISE-EXERCISE-EXERCISE”. Word “mayday” is not allowed to use during
the exercise (unless, if someone is in real danger).
Communication between units:
VHF CH 69 is used for communication between vessels and JRCC Tallinn. If needed
VHF CH 73 can be also used.
VHF CH 6 is used for communication between helicopter and vessels.
Vessels and helicopter should listen to VHF CH 69.
Communication between Maritime Search and Rescue Centres is carried out via
phone, email or fax (SITREP).
Outside the exercise area, vessels shall follow the the Vessel Traffic Management
System rules and keep radio watch depending on the area: Tallinn Traffic CH 61 or
Tallinn VTS CH 13.
For exchange of information, it is necessary to use AD-HOC or forms according of your
national standard.

10. OBSERVERS (cancelled)
In order to make sure that BALEX DELTA 2020 takes place according to the valid safety
measures, exercise is limited to the sea part and all social events (incl. A and B group
observer programmes) are cancelled.
11. SAFETY RULES
In case of a real accident, the exercise will be interrupted. JRCC Tallinn will announce “Real
case – MAYDAY RELAY” via VHF CH 16 and VHF CH 69. New assignments will be
given to the response units. Commanding officers of participating units are responsible for
the safety of the crew.
All units: Estonian Police and Border Guard Board Patrol vessel L-103 “Pikker” will be the
safety officer on scene concerning surface operations. Participating units shall inform patrol
vessel “Pikker” (VHF CH 69) about safety matters, if needed.
In case of real danger during the exercise, phrase “REAL DANGER” shall be used on radio
frequencies.
All personnel to be hoisted must wear survival suit and life vests and have received a safety
briefing regarding the hoist operation and safety.
RPAS flights scheduled after conventional aircrafts departed from exercise area tasked by
JRCC/ SMC or SOSC. RPAS flights conducted “one by one”.
All personnel shall wear lifejacket when transferred from ship to ship.

12. DIPLOMATIC CLEARANCE
Participating units must forward their request for diplomatic clearance via the national
diplomatic channels minimum 30 working days before the exercise.

13. DEBRIEFING AND FEEDBACK
In order to make sure that BALEX DELTA 2020 takes place according to the valid safety
measures, there are not planned any debriefing meeting. EET will submit a written report of
the final evaluation including lessons learned and proposals for future similar activities to
the next meeting of the RESPONSE Group (RESPONSE 28-2020).
