COOPERATION AGREEMENT The Consumer Protection and Technical Regulatory Authority, registry code 70003218 (hereinafter ‘ CPTRA ’), represented on the basis of the Statutes by Director General Kristi Talving, and CITIC Telecom CPC Estonia Ltd ., registry code 10784403 (hereinafter ‘ CITIC ’), represented on the basis of the Articles of Association by Member of the Management Board Liviu Popescu and Olga Kletsun hereinafter individually referred to as a/the ‘Party’ and collectively as the ‘Parties’, whereas international communication cables constitute an important infrastructure for the state and the ‘Company’ owns the communication cables used for connections between the Republic of Estonia and the Republic of Finland as well as between the Republic of Estonia and the Kingdom of Sweden (hereinafter the communication cable ), the Parties have entered into this cooperation agreement (hereinafter the Agreement) for obtaining an overview of the condition of the communication cables: The CITIC immediately notifies the CPTRA of full or partial breakdown of all the communication cables of the CITIC and those of the companies belonging to the same group as the CITIC, a threat of such a breakdown, an event that significantly disturbs the continuous operation of communication cables or an immediate threat of such an event (regardless of whether it has or does not have an impact on the continuity of the communication services provided through the cables). The notification obligation specified in clause 1 also applies to all the communication cables of the CITIC that have not been installed or put into service upon entry into the Agreement, but which are installed or put into service for the connection between Estonia and states related to Estonia during the term of the Agreement.
