Re: Pan-European Memorial for the Victims of
Totalitarianism in Brussels
Dear Mr Mutor,
Thank you for your letter and for the update on the progress of the Pan-European Memorial for the
Victims of Totalitarianism planned for the Esplanade Solidarność in Brussels. The work of the Platform
of European Memory and Conscience in advancing this important initiative, which honours the memory
of the victims of totalitarian regimes and strengthens Europe’s shared commitment to historical truth
and democratic values, is highly appreciated.
Estonia recognises the symbolic and moral significance of this memorial as a pan-European place of
remembrance. I can therefore inform you that Estonia has decided to support the initial phase of the
project.
In this context, Estonia will contribute 50,000 euros to the activities related to the preparation,
submission, and processing of the building permit application and other necessary authorisations, as
well as the associated technical and administrative procedures required at this stage. This contribution
constitutes a one-off financial support specifically allocated to the project’s initial preparatory phase.
I welcome the constructive cooperation established with the relevant city and regional stakeholders
and appreciate the careful preparatory work currently underway. I remain interested in following the
progress of the initiative as it advances through the permitting stage.
