Our Ref: 27.06.2025 DIRECTIVE OF MINISTER No 45 Notification and authorization Taking into account that:  The Ministry of Economic Affairs and Communications signed a Grant Agreement for the Project 101113143 — Estonian Quantum Communication Infrastructure (hereinafter referred to as EstQCI) on the 29.12.2022. The mentioned grant agreement has been amended with the following agreements: o on the 29.06.2023 with Grant Agreement Amendment No AMD-101113143-2 Project: 101113143 — EstQCI, o on the 27.10.2023 with Grant Agreement Amendment No AMD-101113143-3 Project: 101113143 — EstQCI, and o on 22.10.2024 with Grant Agreement Amendment No AMD-101113143-5 Project: 101113143 — EstQCI.  On the 15.08.2023, The Ministry of Economic Affairs and Communications signed EstQCI Consortium Agreement nr 65704332 that has been amended on the 6.11.2023.  With the amendment to the Government of the Republic Act paragraph 59(1) [Amended with version RT I, 30.12.2024, 1 – entry into force 01.01.2025], the responsibilities for planning and coordinating the implementation of digital society policy, coordinating the development of public e-services and their unified platform, fostering digital literacy, overseeing national digital development and cybersecurity, shaping and coordinating state information systems, including data policy, coordinating the development of central network and information systems, and managing telecommunications has been transferred from the Ministry of Economic Affairs to the Ministry of Justice and Digital Affairs. Pursuant to paragraph 44 of the Government of the Republic Act, the Republic of Estonia’s legal representation and all concluded contracts in the aforementioned areas have also been transferred to the newly formed ministry as a result of the reorganization. Accordingly, the EstQCI project contracts have moved from the Ministry of Economic Affairs and Communications to the Ministry of Justice and Digital Affairs. Pursuant to 23.12.1996 Regulation of the Estonian Government of the Republic „Approval of the statutes of the Ministry of Justice and Digital Affairs“ point 18 subpoint 2, the Minister of Justice and Digital Affairs: 1. Authorises the Secretary General of the Ministry of Justice and Digital Affairs to sign documentation related to the EstQCI project nr 101113143. 2. Revokes the representation rights given to Ahti Kuningas in EstQCI project by the Directive of Minister of Entrepreneurship and Information Technology from 20.12.2022 nr 254 „Volikiri osalemiseks juhtpartnerina EstQCI projektis“. 3. This directive shall enter into force as of the day of signature. Represented by Secretary General Tiina Uudeberg, based on mandate No 45 (27.06.2025, “Notification and authorization”) hereinafter, jointly or individually, referred to as “Parties” or “Party”, As from 01.01.2025 agree to amend the EstQCI Consortium Agreement concluded between the Parties on 15.08.2023 (“Agreement”) and amended on 06.11.2023, taking into consideration the Government of the Republic Act paragraph 10519 subsection 11 and the Directive of Minister of Justice and Digital Affairs No. 45 of 27 June 2025 “Notification and authorization” (Annex 1) issued on that basis, as follows (“Amendment”): 1. Change of Party and Coordinator 1.1. With the amendment to the Government of the Republic Act paragraph 59(1) [Amended with version RT I, 30.12.2024, 1 – entry into force 01.01.2025], the responsibilities for planning and coordinating the implementation of digital society policy, coordinating the development of public e- services and their unified platform, fostering digital literacy, overseeing national digital development and cybersecurity, shaping and coordinating state information systems, including data policy, coordinating the development of central network and information systems, and managing telecommunications has been transferred from the MKM to the JDM. 1.2. Pursuant to subsections 11 and 13 of § 10519 of the Government of the Republic Act, as of January 1, 2025, JDM shall be considered the representative of the Republic of Estonia in the areas specified in clause 1.1 of the Agreement. Therefore, the Republic of Estonia’s legal representation and all concluded contracts in the aforementioned areas have also been transferred to the JDM as a result of the reorganization. 1.3. Accordingly, the EstQCI project contracts have moved from the MKM to the JDM. 1.4. Following from the above, instead of MKM, the Party and the new Coordinator of the Consortium Agreement is JDM as follows: Republic of Estonia Ministry of Justice and Digital Affairs (JDM or Coordinator), PIC 974582378, established in Suur-Ameerika 1, Tallinn 10122, Estonia. Represented by Secretary General Tiina Uudeberg, based on mandate No 45 (27.06.2025, “Notification and authorization”). 2. Amendment concerning the Transfer of Rights and Obligations under the Consortium Agreement 2.1. With this amendment, MKM will transfer all its rights and obligations under the Consortium Agreement to JDM and JDM will take over these rights and obligations. The project functional coordination and reporting responsibility remains in RIKS. 2.2. By signing the amendment, the Parties confirm that they accept the amendment and have no objections to it.
