LTG Forum: Military Mobility, Security, Resilience, Funding 17th of February 2026, Radisson Blu Lietuva, Vilnius WORKING PROGRAM (SUBJECT TO CHANGE) 2 08:30–09:00 Registration and welcome coffee. 09:00–09:30 Opening and welcome speeches: President of Lithuania / European Commissioner(s) / MEP(s) / Minister(s) / LTG CEO. 09:30–10:00 Presentation. Moving trains in a rain of missiles – three years of lessons learned from war. A report on how Ukrainian railways coped with the challenges of the first weeks of the war and how they had to transform their operations so that trains ran during the war? (Oleksandr Pertsovskyi, CEO of Ukrainian Railways) 10:00–11:00 Discussion. Military mobility as an interaction between military forces and modes of transport. The discussion would begin with questions for the representatives of the military forces about their needs for the proper functioning of the military mobility chain, then the representative of each mode of transport would speak about the most important elements, the situation as is and to be and how the modes could interact with each other in order to make it easier for decision-makers to plan and finance the necessary projects. 11:00–12:00 Ministerial session. What needs to be done to prepare the military mobility system properly and in a timely manner? A discussion in which decision-makers would reflect on the main issues raised during the previous discussion and discuss the possibilities of funding, inter-institutional and international cooperation. 12:00–13:00 Presentation. What the next EU financial perspective brings for the military mobility and strategic infrastructure. A presentation (or discussion) on the changes and opportunities of the next MFF, discussing the reformed of EU funding instruments (NRPPs, European Competitiveness Fund, CEF, Horizon Europe, etc.) and what should be the focus in the negotiations period. 13:00–14:30 LUNCH 14:30–15:30 Discussion. Security synergies – defense industry and military mobility. Discussion on how the development of defense industry enterprises at the EU's eastern border increases security and creates potential for the economy, EU investments in the military industry, the benefits of dual-purpose infrastructure for the economy, the importance of railways in logistics chains, etc. 15:30–16:30 Discussion. Threat Resilience of Strategic Infrastructure. Discussion on the need to look at increasing the resilience of all infrastructure networks in the country and the region more broadly and to look for interoperability, as threats and solutions often overlap. Touch on physical protection of infra networks (transformers, railway signals, marine cables, etc.), cyber security, preparedness for possible cases of sabotage, desynchronization from systems managed by non-friendly actors. 16:30–17:30 Fireside chat. Tanks and trains without people cannot defend the country. Conversation about experiences on how universal defense preparedness models work in countries, where all citizens would become active defenders in the event of a conflict (for example, Finland). 17:30–18:30 Conference summary and networking cocktail.
