Dear Sir/Madame, We are contacting the Supreme Court on the recommendation of Ms. Eneli Kivi, the upcoming Director of the Courts division at the Ministry of Justice of Estonia. We are reaching out to your team to invite the Supreme Court as a peer reviewer in the OECD project to support Justice Sector reforms in Moldova. The OECD has been invited by the Government of Moldova to support its reform agenda in several areas pertaining to the justice system, including an overall functional review of the Ministry of Justice, strengthening legislative and regulatory practices, monitoring strategy for justice system reforms, as well as building capacity of the Ministry of Justice in several areas. The Project is funded by the European Union. The Project will be implemented over 36 months and will be structured around two main components: 1. an OECD Justice Review of Moldova, looking both at the functioning of the justice sector as a whole, as well as an assessment and revision of the organisational structure of the Ministry of Justice and Superior Council of the Magistrature 2. an Evaluation of the Justice sector strategy 2022-2025 A kick-off mission is planned for the week of the 29th January 2024, to which the peer is invited. A core element of the OECD Country project methodology is the peer review in which officials in the relevant policy field from other countries are invited to share their experience. It aims at helping the supported country to improve its policy making and adopt best practices. It is also an important mutual learning process in which best practices are exchanged between both countries. The role of the peer reviewer may also involve at their discretion participation in policy dialogue events, in-person/online missions, and the review of final reports to highlight the country Estonia best practices. In case of an in-person mission, we are pleased to cover travel expenses associated with the participation to this mission (flight, accommodation, transfer and per diem).
