Regrettably, I am unable to attend the Congress as I have prior commitments that could not be rearranged and which need my presence in Estonia. Although I will not be able to attend, our Court can be represented by Mr Ivo Pilving, Chairman of the Administrative Law Chamber and member of the Constitutional Law Chamber of the Supreme Court of Estonia.
