We have made available to you all records, documents, statements, and significant information that we believe are relevant for the purpose of the agreed-upon-procedures you have performed. No ineligible cost was claimed for the Cost Report of the action in subject. The following costs were not claimed therein: costs related to return on capital and dividends paid by a beneficiary; debt and debt service charges; provisions for future losses or debts; interest owed; currency exchange losses; bank costs charged by the beneficiary’s bank for transfers from the granting authority; excessive or reckless expenditure; deductible or refundable VAT (including VAT paid by public bodies acting as public authority); costs incurred or contributions for activities implemented during grant agreement suspension (see Article II.24); in-kind contributions by third parties; costs or contributions declared under other EU grants (or grants awarded by an EU Member State, non-EU country or other body implementing the EU budget), except for the cases listed under Article II.19.4 (h). All information given to you regarding personnel and their remuneration, division of their time, and qualifications is accurate, complete and in line with the historic data. The contracts for goods, works, and services covered tasks described in Grant Agreement Amendment No 1 and were awarded in line with internal procedures and procurement rules , including an analysis of best value for money (best price-quality ratio), transparency and equal treatment. In doing such purchases, we avoided any conflict of interest. The information provided is complete, reliable and true. The costs and contributions declared are eligible (see Article II.19). The costs and contributions can be substantiated by adequate records and supporting documents (see Article II.20) that will be produced upon request (see Article II.27.3) or in the context of checks, reviews, audits and investigations (see Article I.9). No event has occurred after 30 June 2026, which would have a significant impact upon those statements. Nothing has come to our attention during the period under review, including management actions and/or other matters of importance that might be considered to represent financial irregularities, fraud , or an illegal act which would have an impact on the Financial Statement, except Contracts with natural persons do not specify whether the results of work carried out belong to the Beneficiary, or whether the Beneficiary has obtained all necessary rights to fulfil its obligations as if those results were generated by itself. /digitally signed/ Mihkel Läänelaid Head of Research Administration Office -3810 9315450 0 0 VOLIKIRI 03.09.2025 nr 1-17/48 Tallinna Tehnikaülikool (registrikood 74000323) volitab käesolevaga teadusosakonna juhataja Mihkel Läänelaid’u, isikukood 38507062725, esindama Tallinna Tehnikaülikooli järgmistes programmides ja projektides: - Interreg, NATO SPS ja European Space Agency (ESA), samuti muud välisvahenditest rahastatavad projektid. Esindajal on nimetatud programmides ja projektides kõik esindatava õigused, sh õigus: - tegutseda LEAR’i (Legal Entity Appointed Representative) rollis Euroopa Komisjoni asjakohastes portaalides, sh rakendada kõiki sellega kaasnevaid õigusi (sh LSIGN’i rolli täitjate nimetamine); - esitada toetuse taotlusi ja nendega seotud kõiki muid dokumente; - esindada Tallinna Tehnikaülikooli suhtlemises kõigis taotluste menetlemise ja taotlustes sisalduvate projektide elluviimist puudutavates küsimustes; - allkirjastada lepinguid, aruandeid, maksetaotlusi ning anda selgitusi. Esindaja peab tehingute tegemisel järgima ülikooli asjakohaseid õigusakte ja täitma nõuetekohaselt talle pandud kohustusi. Volikiri on antud edasivolitamise õiguseta (v.a. juhul, kui LEAR’i roll hõlmab edasivolitamise iseloomuga toiminguid, mida asjakohase portaali reeglid võimaldavad). Volikiri kehtib kuni 31.12.2029, kuid mitte kauem kui esindaja töösuhte lõppemise kuupäevani teadusosakonna juhataja ametikohal. Käesoleva volikirjaga tunnistatakse kehtetuks teadusprorektori 10.02.2023 a. antud volikiri nr 1-17/15.
