Dear members of the Network of First Instance Review Bodies on Public Procurement,
As anticipated at our last meeting, we would like to kindly request your review data for 2025.
It is very important that we receive data that can be compared across countries, so we would be grateful if you could provide the data in the required format. For those who are unable to submit data in the required format, please let us know if we can provide any help or support to obtain complete and comparable data. In addition, please check the attached list (“Number of decisions – explanatory note”) and inform us if any update or change is necessary.
For further details, please see the enclosed documents: „Guidelines - data collection_final_2025“, which contain information on each indicator, and the summary that is published together with the Scoreboard („What should be included in number of decisions).
In particular, we kindly ask you to provide data for the following indicators:
* Number of first instance review decisions.
* Median length of first instance reviews.
* Number of first instance review decisions that were appealed to the (next) judicial level and the outcome of those appeals.
Please use the document attached.
We will use the data for the next edition of the Single Market and Competitiveness Scoreboard (see the 2025 edition here: Access to public procurement | Single Market and Competitiveness Scoreboard <https://single-market-scoreboard.ec.europa.eu/business-framework-conditions/public-procurement_en> ), as well as for our own analytical purposes. Should anyone wish to receive the underlying data, please let me know.
We would be very grateful if you could share the requested data by the meeting in Dublin, i.e. by 15 October 2026. Receiving the data by this date will allow us to ensure timely preparation of the next Scoreboard edition and maintain consistency with the publication schedule.
Please do not hesitate to reach out if you have any questions or require any clarification.
Kind regards,
Vita,
for the Network secretariat
PS: For our observers, this collection is voluntary only.
