Ares(2026)1035534 - 29/01/2026 Environmental corruption—where corrupt practices enable environmental harm—is a global challenge with severe ecological and societal consequences. The VALUE project addresses this underexplored nexus through a multi-country, interdisciplinary research and training programme focused on South, Southeast, and Central Asia. Bringing together 20 partners from Europe and Asia, including academic and non-academic institutions, VALUE will generate robust empirical evidence, build specialist capacity, and produce actionable policy guidance. The project will achieve its objectives through structured secondments, comparative fieldwork, and collaborative analysis across eight Asian countries. Fellows will be trained in legal, ecological, and governance methods, and will engage in reciprocal exchanges to foster cross-sectoral learning. VALUE will produce FAIR datasets, policy briefs, and open-access publications, ensuring wide dissemination and uptake. Aligned with Horizon Europe’s goals of international, inter-sectoral, and interdisciplinary collaboration, VALUE contributes to the European Green Deal, Open Science, and SDGs 13, 16, and 17. It fills a critical gap by examining causal links between corruption and environmental degradation, offering tools for more effective, just climate governance. Through its innovative structure and diverse consortium, VALUE strengthens Europe’s research capacity and global leadership in sustainable transitions. Evaluation Summary Report Evaluation Result Total score: 76.80 % (Threshold: 70 /100.00) Criterion 1 - Excellence Score: 3.50 (Threshold: 0 / 5.00 , Weight: 50.00% ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: • Quality and pertinence of the project’s research and innovation objectives (and the extent to which they are ambitious, and go beyond the state of the art). • Soundness of the proposed methodology (including interdisciplinary approaches, consideration of the gender dimension and other diversity aspects if relevant for the research project, and the quality and appropriateness of open science practices). • Quality of the proposed interaction between the participating organisations in light of the research and innovation objectives. The proposal is interdisciplinary. The proposal's overall objectives are well formulated, realistically achievable and pertinent to capacity building, evidence generation and policy relevance at the nexus of corruption and environmental damage. The proposal displays shortcomings in lacking a sound explanation of the criteria and indicators for the measurement of progress. The formulation of the theoretical objective is weak. The proposal goes well beyond the state-of-the-art at a general level, but the practical articulation of the innovative approach is insufficiently described. The proposal clearly demonstrates interdisciplinarity across diverse but well-integrated fields of environmental social science and is further supported by exchange across academic and non-academic partners. The overall methodology is well described, structured and operationalized. However, methodological challenges are not sufficiently identified nor sufficiently addressed through mitigation approaches. The proposal suffers from a minor shortcoming in failing to clearly explain how analytical tools from diverse fields will converge into unified methodological outputs. Gender and diversity aspects are well addressed and convincingly embedded across several aspects of the proposal. However, the proposal is insufficiently developed in explicating how gender will shape research questions, analytical frameworks, case selection or interpretation of evidence. Open science practices are comprehensively integrated and correspond to expected standards. The contribution of each organisation, both academic and non-academic, is sufficiently well described even though a minor weakness pertains to vaguely defined scientific task contributions for several partners. Networking activities are well justified and aligned with the project's research. The proposal offers a strong, coherent strategy for developing new research collaboration based on prior links among the partners. Clear and measurable aims are formulated regarding how the collaboration will be sustained beyond the duration of the proposed activities. The proposal provides a thoughtful and comprehensive knowledge transfer strategy centered on secondments. The integration of the knowledge transfer tracker and the intersectoral dimension are both strong features, enhancing applied learning, new skills and systematic follow-up. The proposal strongly contributes to important research and innovation priorities in Europe and globally. The proposed research convincingly enhances both academic and professional individual potential through a structured and comprehensive combination of mobility, interdisciplinary exposure and skills development. The proposal has an excellent dissemination and communication plan, describing extensive and ambitious activities. The plan facilitates important preparatory work to identify key channels, sets out clear and measurable targets, spans a diverse array of audiences and provides a thorough risk and mitigation strategy. The intellectual property management strategy is well defined and comprehensive. The expected scientific impact is ambitious but realistic, though it suffers from a minor shortcoming in failing to provide sufficient detail on how lasting scientific impact will be quantified. The proposal shows strong potential for economic and technological impact, but has a minor shortcoming in that a clear plan or specific pathway to achieve this is underdeveloped. The proposal demonstrates a strong immediate impact on relevant policy domains and its aims to leverage more long- term sustainability impacts are credible.
