FIG/IHO/ICA INTERNATIONAL BOARD ON STANDARDS OF COMPETENCE FOR
HYDROGRAPHIC SURVEYORS AND NAUTICAL CARTOGRAPHERS (IBSC) -
IHO NOMINATION
Reference: IHO CL 16/2020 dated 30 March - FIG/IHO/ICA International Board on
Standards of Competence for Hydrographic Surveyors and Nautical
Cartographers (IBSC) - Vacancy for an IHO Representative
Dear Hydrographer,
1. In response to the IHO Circular Letter in Reference, the IHO Secretariat received five
nominations to fill the vacant IHO position on the FIG/IHO/ICA International Board on
Standards of Competence for Hydrographic Surveyors and Nautical Cartographers (IBSC).
The five nominations were:
Prof Dr Harald STERNBERG (Germany),
Capt J GURUMANI (India),
Dr Paola PICCO (Italy),
Dr Arata SENGOKU (Japan),
Mr Colin CHAPMAN (United Kingdom).
2. The IHO Secretariat is pleased to note such a significant interest in the IBSC and
expresses its gratitude to the Member States who all nominated well-qualified candidates.
3. Following previous practice, the Curricula Vitae of the candidates were reviewed
carefully by the IHO Secretariat in consultation with the Chair of the IBSC. During the selection
process, the IHO Secretariat was informed by the IBSC Chair that Prof Dr Harald
STERNBERG was also nominated by the FIG as a new member of the IBSC to replace Dr
Keith McGowan Miller who resigned from the IBSC.
4. Taking into account expertise, seniority, academic achievements, current roles and
potential contribution to the IBSC activities, geographic distribution of the current IBSC
members (as far as possible) and possible support of the candidates for attending the future
IBSC meetings by nominating States; the IHO Secretariat (Secretary-General and Directors)
agreed on the selection of Dr Arata SENGOKU to fill the vacant IHO position.
5. Unless an objection is raised by a Member State, the selection of Dr Arata SENGOKU
will be effective from 15 August 2020. The new updated membership list of IBSC expected to
be effective from 15 August 2020 is provided in Annex A.
