I am Naoki Saito, General Manager of Maritime Education and Training Certification Department, ClassNK head office in Tokyo Japan. I hope everything is going well with you and the COVID-19’s pandemic will be decreasing soon. Please stay safe for you, your family and staff. I would like to propose to conduct the Remote Online Independent Evaluation under the STCW Convention for the new normal after the pandemic. ClassNK just began the service of online evaluation programs which are available anytime for customers all over the world. According to the documents of IMO HTW sub-committee 6-12, a lot of STCW member states have failed to be listed in the new white list. The Secretariat of IMO has expressed concern over the delay in submitting the report. It is also expected that discussions will continue on how to deal with countries that have not submitted their assessment reports. You can check your due date in MSC.1-Circ.1164-Rev.21 as attached. According to STCW convention, member states shall submit the independent evaluation under Reg. I/8 not more than five years. We and have already conducted the evaluation in Thailand, Philippines and Japan and will also conduct the independent evaluation in your country to contribute to your maritime administrative activities. Nowadays, the independent evaluator is difficult to look for in your country, then classification societies are alternative solutions for conducting the independent evaluation. Taking the pandemic situation and new normal after COVID19 into account, we will conduct Remote Online Independent Evaluation, through video-meeting and e-mail with special discounting fee.
