The Committee would highly appreciate the support ofthe Republic ofEstonia for the candidature of the Republic of kazakhstan for election to the ICAO Council under Part III. Civil aviation is of strategic importance to kazakhstan—the world's ninth- largest country by area and the largest landlocked country in the world, situated at the crossroads ofEurope and Asia. The country's geographical location and vast territory give air transport а particularly important role in ensuring intemational connectivity and facilitating transit services between Europe and Asia. kazakhstan has Ьеепап ICAO Member State since 1992 and remains fn•mly committed to advancing ICAO's priorities aimed at ensuring the safe, secure and sustainable development of international civil aviation and strengthening global air connectivity. kazakhstan demonstrates а high level of compliance with ICAO aviation safety and security requirements, having achieved а score of 95.7 ретcent under the ICAO Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA) in 2025 and ап Effective Implementation (EI) score of82 ретcent under the ICAO Universal Safety 0versight Audit Programme Continuous Monitoring Approach (USOAP-CMA) in 2021. [п the f1eld of air navigation, kazakhstan manages vast controlled airspace through а single air navigation service provider and plays ап important role in facilitating international air transit between Europe and Asia. kazakhstan also continues to expand intemational air connectivity through its ОрепSkies regime, including the granting of Fifth Freedom trafflc rights to foreign air carriers. kazakhstan is currently implementing large-scale projects to develop multimodal aviation hubs at the country's major international airports. These projects encompass infrastructure modernization, logistics development, expansion of air the cargo capabilities and the enhancement 0f international connectivity. [п parallel, kazakhstan, in cooperation with ICAO, is developing its Civil Aviation Master Plan (САМР) through 2050, drawing оп ICAO's expertise and guidance and incorporating international standards and best practices to support the sustainable development ofthe country's civil aviation sector. At the regional level, kazakhstan promotes closer cooperation in civil aviation as опе of the initiators of the EurAsian Civil Aviation Conference (ЕАСАС), established in 2024. kazakhstan also actively participates in the activities ofthe Central Asia and Caucasus Aviation Security Coordination Group and contributes to the work ofvarious ICAO expert groups and technical panels, including in leadership positions. [п the f1eld of environmental protection and the promotion of green aviation initiatives, kazakhstan remains committed to achieving ICAO's environmental objectives through the implementation ofthe Carbon 0ffsetting and Reduction Scheme for International Aviation (CORSIA), the adoption of а State Action Plan for the reduction of СО2 emissions from aviation, and participation in ICAO's Assistance, Capacity-building and Training for Sustainable Aviation Fuels (ACT-SAF) programme. Furthermore, kazakhstan supports the implementation of ICAO's strategic priorities through the introduction of innovative digital solutions, the development of emerging aviation technologies, including Urban Air Mobility (UAM), the promotion of ICAO s Gender Equality Programme and Next Generation of Aviation Professionals ' (NGAP) Programme, and participation in the ICAO Global Ambassador active Programme. kazakhstan also regularly hosts ICAO regional and international events, seminars and workshops.  kazakhstan's election to the ICAO Council under Part III would contribute to broader and тоте balanced geographical representation оп the Council by bringing the interests and perspectives of Central Asia—a strategically important and rapidly developing aviation region situated at the intersection ofmajor international air routes. As а Member of the ICAO Council, kazakhstan intends to serve as а constructive, active and consensus-oriented partner, making а practical contribution to the development of solutions aimed at strengthening global air connectivity, enhancing aviation safety and security, and supporting the sustainable development of international civil aviation. Situated at the crossroads of Europe and Asia, kazakhstan stands ready to strengthen cooperation between regions and support ICAO in addressing the emerging challenges facing the global aviation community.
