İhsan Doğramacı Family Health Foundation Prize ... A copy of the Statutes of the Foundation is attached as Annex 1. The Prize, consisting of a medal, a certificate of award and a sum of money to be determined by the Foundation Selection Panel in accordance with Article 4 of the Statutes, is awarded to a person or persons who are globally recognized for his/her/their service in the field of family health. 2. Sasakawa Health Prize ... A copy of the Statutes of the Prize is attached as Annex 2, together with guidelines for the selection of candidates (Annex 3). The Prize consists of a statuette and a sum of money which will not exceed US$ 40 000, to be determined by the Prize Selection Panel. The Prize is awarded to a person or persons, an institution or institutions, or a nongovernmental organization or organizations, having accomplished outstanding innovative work in health development, such as the promotion of given health programmes or notable advances in primary health care, in order to encourage the further development of such work (Article 4 of the Statutes). Therefore, the candidate proposed should not only be intimately associated with the work but should have the possibility of remaining involved in its further development. 3. United Arab Emirates Health Foundation Prize ... A copy of the Statutes of the Foundation is attached as Annex 4, together with guidelines for the selection of candidates (Annex 5). The Prize consists of a certificate of award, a plaque from the Founder, and a sum of money which will not exceed US$ 40 000 to be determined by the Selection Panel. The Prize is awarded to a person or persons, an institution or institutions, or a nongovernmental organization or organizations, who have made an outstanding contribution to health development (Article 4 of the Statutes). ... ENCLS.: (10)  Page 2 C.L.21.2025 4. State of Kuwait Health Promotion Foundation, “His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for the Promotion of Healthy Ageing” ... A copy of the Statutes of the Foundation is attached as Annex 6, together with guidelines for the selection of candidates (Annex 7). The Prize consists of a certificate of award, a plaque from the Founder, and a sum of money which will not exceed US$ 40 000 to be determined by the Selection Panel. The Prize is awarded to a person or persons, an institution or institutions, or a nongovernmental organization or organizations, who have made an outstanding contribution to research, health promotion, policy and/or programmes on healthy ageing (Article 4 of the Statutes). 5. Dr LEE Jong-wook Memorial Prize for Public Health ... A copy of the Statutes of the Memorial Prize is attached as Annex 8, together with guidelines for the selection of candidates (Annex 9). The Prize consists of a plaque from the Founder and a sum of money which will not exceed US$ 100 000 to be determined by the Selection Panel. The Prize is awarded to a person or persons, an institution or institutions, a governmental or nongovernmental organization or organizations, who have made an outstanding contribution to public health (Article 4 of the Statutes). The candidate/candidates nominated for the Prize must be intimately and directly connected with the efforts and achievements in a given area and must have the possibility of remaining involved in the further development of this work. Guidelines approved in 2023 highlight that the public health contribution shall reflect the will of Dr LEE Jong-wook, the sixth WHO Director-General, who dedicated his life to the underprivileged. 6. Nelson Mandela Award for Health Promotion ... A copy of the Statutes of the Nelson Mandela Award for Health Promotion is attached as Annex 10. In recognition of the humility of Nelson Mandela, the Award consists of a plaque, and is awarded to one or more individuals or institutions, or governmental or nongovernmental organizations, for their significant individual or institutional contribution to health promotion. Procedure for proposing candidates Each national health administration may nominate only one candidate per Prize and Award. The candidature of a current or a former member of the WHO Secretariat or of a current member of the Executive Board of the World Health Organization will not be accepted. Candidates put forward in past years, but not selected, may be nominated again in 2025 for the 2026 Prizes and Award.  Page 3 C.L.21.2025 It is recommended that, before completing and submitting a candidature form, national health administrations carefully read the Statutes and, where applicable the guidelines, for a given prize/award, in particular the paragraphs pertaining to the selection criteria and the documentation required to be submitted. Nominations for candidates for any of the above-mentioned Prizes and Award should be submitted electronically to [email protected], and must include: • the appropriate candidature form(s) signed by the competent national health administration or by a former recipient of the prize, completed either in English, French or Spanish, with adequate justification of the candidate’s achievements relating to the area of focus of the prize/award, and information allowing the assessment of the candidature against the selection criteria for each prize/award, as applicable, and the most pertinent documentation, as evidence of the work carried out by the candidate; • a stamped/signed transmittal letter or note verbale from the national health administration submitting the candidature, from the Permanent Mission of the Member State in Geneva or from a former recipient of the prize. The candidature forms for each of the above-mentioned Prizes and Award will be available electronically on the WHO website under their respective webpages at https://apps.who.int/gb/awards/ as of 1 August 2025. It will not be possible for WHO to consider nominations received after the closing date. Geographical/regional diversity of applications is encouraged. GENEVA, 11 July 2025  C.L.21.2025 ANNEX 1 STATUTES OF THE İHSAN DOĞRAMACI FAMILY HEALTH FOUNDATION (Revised in January 2022) Article 1 Establishment Under the title of the “İhsan Doğramacı Family Health Foundation”, a foundation is established within the framework of the World Health Organization, which shall be governed by the following provisions. Article 2 The Founder The Foundation is established upon the initiative of and with funds provided by its Founder, Professor İhsan Doğramacı. Article 3 Capital The capital of the Foundation is US$ 400 000 (four hundred thousand United States dollars). The capital of the Foundation may be increased by all the income from its undistributed reserves or by gifts and bequests. Article 4 Purpose The Foundation is established for the purpose of promoting and raising the standards of family health by acknowledging individuals who have contributed distinguished service in the field of family health. To achieve this the Foundation shall: every two years award a prize consisting of a gold-plated silver medal, a certificate and an honorarium to a person or persons globally recognized for his/her/their service in the field of family health. The Prize shall be presented during a World Health Assembly to the recipient(s) or, in their absence, to a person (or persons) representing him/her (them). Should more than one person be selected, the prize money will be divided equally among the awardees, who shall each receive a certificate and a medal. In the selection of awardees geographical equity shall be observed as far as possible. The amount of the honorarium shall be determined each year by the Foundation Selection Panel in consultation with WHO and in accordance with the accumulated interest on the Foundation’s capital. The cost of the medal shall be met by the Founder. The Prize shall be awarded in alternate years. If in any year no Prize is awarded, the Prize shall be announced for the following year without waiting for two years to elapse. Annex 1 -2- Article 5 Proposal and selection of candidates for the Prize Any national health administration, the Executive Director of the United Nations Children’s Fund (UNICEF), and the Bureau of the International Children’s Center (Ankara), as well as any former recipient of the Prize, may put forward the name of a person for the Prize. Proposals will be made to the Foundation Selection Panel. The Executive Board of the World Health Organization shall determine the recipients of the Prize on the proposal of the Foundation Selection Panel. Article 6 Administration The Foundation shall be administrated by its Administrator, namely the Director-General of the World Health Organization. The Administrator shall implement the decisions of the Foundation Selection Panel, consisting of the Chairman of the Executive Board, the Chair of the Board of Trustees of Bilkent University, Turkey, or the Chair's appointee and a representative of the International Children’s Center (Ankara) appointed by its Bureau. The presence of all members of the Panel shall be required for the taking of decisions. Article 7 Administrator The Administrator shall be responsible: (1) for the execution of the decisions taken by the Foundation Selection Panel within the limits of its powers as defined in these Statutes; and (2) for the observance of the present Statutes and generally for the operation of the Foundation as limited by these Statutes. Article 8 Revision of the Statutes On the proposal of one of its members, the Foundation Selection Panel may decide to revise the present Statutes. Such a decision, however, shall not be valid unless taken by an absolute majority. Any such revision shall be transmitted for information to the World Health Assembly. Article 9 Dissolution of the Foundation In the case of dissolution of the Foundation the assets shall go to the International Children’s Center (Ankara).  C.L.21.2025 ANNEX 2 STATUTES OF THE SASAKAWA HEALTH PRIZE (as amended in February 2019) Article 1 Establishment Under the title of the “Sasakawa Health Prize”, a Prize is established within the framework of the World Health Organization, which shall be governed by the following provisions. Article 2 The Founder The Prize is established upon the initiative of and with funds provided by Mr Ryoichi Sasakawa, Chairman of the Japan Shipbuilding Industry Foundation and President of the Sasakawa Memorial Health Foundation. Article 3 Capital The Founder endows the Prize with an initial capital in Japan of US$ 1 million. The capital of the Prize may be increased by income from its undistributed reserves or by gifts and bequests. The Founder shall designate the Sasakawa Memorial Health Foundation to be responsible for investment of the capital and any undistributed reserves. Article 4 Prize The Sasakawa Health Prize shall consist of a statuette and a sum of money of the order of US$ 30 000 to be given to a person or persons, and/or of the order of US$ 40 000 to be given to an institution or institutions, or a nongovernmental organization or organizations having accomplished outstanding innovative work in health development, such as the promotion of given health programmes or notable advances in primary health care, in order to encourage the further development of such work. Current and former staff members of the World Health Organization, and current members of the Executive Board, shall be ineligible to receive the Prize. The sum of money, derived from the income and/or the undistributed reserves, shall be determined by the Prize Selection Panel. The Prize shall be presented during a meeting of the World Health Assembly to the recipient(s) or to a person(s) representing the recipient(s). Annex 2 -2- Article 5 Prize Selection Panel The Selection Panel entitled the “Sasakawa Health Prize Selection Panel” shall be composed of: the Chairman of the Executive Board, a member elected by the Executive Board from among its members for a period that may not exceed the duration of his or her terms of office on the Executive Board, and a representative appointed by the Founder. The presence of all members of the Selection Panel shall be required for the taking of decisions. Article 6 Proposal and selection of candidates for the Prize Any national health administration as well as any former recipient of the Prize may put forward the name of a candidate for the Prize. Proposals shall be made to the Administrator who will submit them to the Prize Selection Panel together with his technical comments. The Selection Panel will decide in private meeting, by a majority of its members, on the recommendation to be made to the Executive Board of the World Health Organization, whose decision shall be final. Article 7 Administrator The Prize shall be administered by its Administrator, namely the Director-General of the World Health Organization, who shall act as Secretary of the Prize Selection Panel. The Administrator shall be responsible: (1) for the execution of the decisions taken by the Prize Selection Panel within the limits of its powers as defined in these Statutes; and (2) for the observance of the present Statutes and generally for the administration of the Sasakawa Health Prize in accordance with these Statutes. Article 8 Accountability Reports on work carried out by recipients of the Prize shall, where appropriate, be submitted annually to the Administrator, who shall be accountable to the World Health Assembly for operations effected by virtue of these Statutes.  -3- Annex 2 Article 9 Revision of the Statutes On the motion of one of its members, the Prize Selection Panel may propose revision of the present Statutes. Any such motion, if endorsed by a majority of the members of the Selection Panel, shall be submitted to the Executive Board for its approval.  C.L.21.2025 ANNEX 3 SASAKAWA HEALTH PRIZE GUIDELINES (as amended in February 2019) 1. The Sasakawa Health Prize consisting of a statuette and a sum of money, will be awarded for outstanding innovative work in health development (see Article 4 of the Statutes). 2. The Prize will be given to a person or persons, an institution or institutions, or a nongovernmental organization or organizations having accomplished notable advances in the health field in recent years, particularly since the promotion of the strategy for achieving health for all by the year 2000. 3. The Prize aims at encouraging the further development of outstanding innovative work in health development that has already been accomplished and extends far beyond the call of normal duties; it is not intended as a reward for excellent performance by a candidate of duties normally expected of an official occupying a government position or of a governmental or intergovernmental institution. 4. The following criteria will be applied in the assessment of the work done by the candidate/candidates: (a) contribution to the successful formulation and implementation of the national policy and strategy for health for all; (b) promotion of and substantial achievement in advancing given health programmes which have resulted in increasing primary health care coverage, and/or improving the quality of health care to the population, and a notable reduction of given health problems; (c) contribution to increased efficiency and management of health systems; policy development, health legislation and ethics, within the framework of primary health care; (d) innovative programmes to reach socially and geographically disadvantaged population groups; (e) innovative efforts in training and education of health workers in primary health care; (f) successful and effective efforts in involving communities in planning, management and evaluation of primary health care programmes; (g) development and successful application of health systems research for the advancement of primary health care. Some illustrative examples of the above are attached to these guidelines. 5. The candidate/candidates nominated for the Prize must be intimately and directly connected with the efforts and achievements in a given area and must have the possibility of remaining involved in the further development of this work. 6. As one of the main objectives of the Prize is to encourage the further development of such work, the candidate/candidates will be requested to indicate how the award funds would be used for this purpose. The recipient/recipients of the award will, where appropriate, be required to submit annually a report on work carried out to the Administrator of the Prize. Annex 3 -2- 7. To facilitate the assessment of the work done and the accomplishments, the most recent and pertinent documentation directly related to the work should be submitted along with the nomination. Such materials should illustrate clearly the nature of work carried out, the results achieved, the difficulties and obstacles encountered, and the solutions proposed and implemented; they need not necessarily have been published in a scientific or other journal. Inadequate or inappropriate documentary evidence of the work carried out will greatly handicap the Prize Selection Panel in the assessment of the candidature. 8. To further support the documentary evidence, if necessary, the Administrator, on behalf of the Prize Selection Panel, reserves the right to examine the work done by the candidate/candidates. 9. Current and former staff members of the World Health Organization, and current members of the Executive Board, shall be ineligible to receive the Prize. 10. If more than one candidate is considered eligible by the Prize Selection Panel and selected to receive the Prize, the sum will be proportionately distributed between them. 11. These guidelines will be reviewed and updated periodically as considered appropriate.  -3- Annex 3 SASAKAWA HEALTH PRIZE Illustrative examples of innovative work deserving consideration for the Prize – The development of primary health care schemes managed by communities themselves – Cooperation among communities in transferring the capacity to manage primary health care – Joint ministry of health/university action to establish primary health care in rural communities and/or in deprived urban and periurban communities – Voluntary schemes that have led to ensuring primary health care in deprived urban and periurban communities – Development and maintenance of community action to improve the nutritional status of infants and young children – Innovative schemes for ensuring safe drinking-water and basic sanitation in communities – Health educational activities that have led to a healthier human environment and individual and community lifestyles – Outstanding individual initiative that has given rise to the establishment and maintenance of primary health care in communities – Outstanding examples of voluntary organizations undertaking the health care of underprivileged populations and individuals – Outstanding examples of women who have made significant contributions to health and development – Successful programmes for ensuring the availability and proper use of essential drugs to the mass of the population – Programmes for ensuring the immunization of children as part of primary health care that have promise for attaining the target of the Expanded Programme on Immunization – Successful examples of referral systems – Successful examples of district organization of health systems combining preventive and curative measures in primary health care and in the supportive referral levels – Schools of medicine, nursing, health sciences and the like that have reformed their curricula so as to train students technically and attune them socially in such a way as to make them competent to set up and to provide primary health care in communities and to guide and supervise community health workers with more limited training – Institutions that are training nonprofessional health workers adequately for the tasks they have to perform in primary health care – Innovative in-service training schemes for all categories of community health workers Annex 3 -4- – Health systems research that has led to a more rational distribution of resources between primary health care and the rest of the health system – Health systems research that has resulted in the combined delivery through primary health care of formerly separated health programmes – Health systems research that has reduced the cost of providing the same level of health care and thus released resources to expand the provision of primary health care through the country – Epidemiological studies that have laid the information basis for the rational development of health systems based on primary health care – Successful examples of the control of leprosy through primary health care as part of a national strategy for health for all  C.L.21.2025 ANNEX 4 STATUTES OF THE UNITED ARAB EMIRATES HEALTH FOUNDATION (revised in May 2013) Article 1 Establishment Under the title of “United Arab Emirates Health Foundation”, a foundation is established within the framework of the World Health Organization, which shall be governed by the following provisions. Article 2 The Founder The Foundation is established upon the initiative of, and with funds provided by, the Government of the United Arab Emirates (hereinafter referred to as “the Founder”). Article 3 Capital The Founder endows the Foundation with an initial capital of US$ 1 000 000 (one million United States dollars). The capital shall be invested and managed by the Administrator in order to generate capital growth and income for the benefit of the Foundation in future years. The capital of the Foundation may be increased by all the income from its undistributed reserves or by gifts and bequests. Article 4 Purpose 1. The purpose of the Foundation is to award a prize to a person or persons, an institution or institutions or a nongovernmental organization or organizations, who have made an outstanding contribution to health development. The specific criteria that shall be applied in the assessment of the work done by the candidate/candidates shall be determined by the Foundation Selection Panel. 2. The Prize shall be presented during a session of the World Health Assembly to the recipient or, in his absence, to a person representing him. Article 5 Proposal and selection of candidates 1. Any national health administration of a Member State of the World Health Organization, or any former recipient of the Prize, may put forward the name of a candidate for the Prize. 2. Proposals shall be submitted to the Administrator, who shall submit them to the Foundation Selection Panel with his technical comments. 3. The Foundation Selection Panel shall consist of the Chairman of the Executive Board, a representative of the Founder, and a member of the Executive Board elected by it for a period not exceeding his term of office, from a Member State of the Eastern Mediterranean Region. 2. The presence of the three members of the Selection Panel shall be required for the taking of decisions. The Panel shall take decisions by a majority of its members. 3. The travel expenses of the representative of the Founder in attending the meetings of the Foundation Selection Panel shall be considered to be an expense of the Foundation and reimbursed, in accordance with the travel rules of the Administrator, out of the income derived from the Foundation’s capital. Article 7 Proposal of the Foundation Selection Panel The Foundation Selection Panel shall propose, at a private meeting, the name (or names) of the recipient (or recipients) of the Prize to the Executive Board. The proposal shall be considered by the Executive Board, which shall decide who the recipient, or recipients, of the Prize shall be. Article 8 The Prize 1. The Prize shall consist of a certificate of award and a sum of money, together with a plaque from the Founder, which shall be awarded not more often than once in each year, derived from the interest on the Foundation’s capital and unutilized cumulative revenues, which may be supplemented by the Founder. The sum of money initially determined may be adjusted from time to time by the Selection Panel, based on the changes in the capital of the Foundation, variation in interest rates and other relevant factors. 2. If the Prize is awarded to more than one person, an institution or institutions, or a nongovernmental organization or organizations, the sum of money shall be proportionately distributed between them. Article 9 Administrative Cost 1. A charge of 13% (or as otherwise established by the governing bodies of the World Health Organization) for programme support costs shall be assessed on the amounts awarded by the United Arab Emirates Health Foundation to help cover the cost of administration of the Foundation.  -3- Annex 4 Article 10 The Administrator 1. The Director-General of the World Health Organization shall be the Administrator of the Foundation, and shall act as the Secretary of the Foundation Selection Panel. 2. The Administrator shall be responsible: (a) for the execution of the decisions taken by the Foundation Selection Panel within the limits of its powers, as defined in these Statutes; and (b) for the observance of the present Statutes and generally for the administration of the Foundation in accordance with the present Statutes. Article 11 Revision of the Statutes On the proposal of one of its members, the Foundation Selection Panel may propose the revision of the present Statutes. Any such proposal, if endorsed by a majority of the members of the Selection Panel, shall be submitted to the Executive Board for approval.  C.L.21.2025 ANNEX 5 UNITED ARAB EMIRATES HEALTH FOUNDATION PRIZE GUIDELINES (revised in January 1999) 1. The United Arab Emirates (UAE) Health Foundation Prize consisting of a certificate of award, a plaque and a sum of money not exceeding US$ 40 000 will be awarded for outstanding contribution to health development. 2. The Prize will be given to a person or persons, an institution or institutions, or a nongovernmental organization or organizations having accomplished notable advances in the health field since the promotion of the global strategy for achieving health for all by the year 2000 elaborated following the International Conference on Primary Health Care, which was held in Alma-Ata in 1978. 3. The Prize aims at rewarding outstanding work in health development that has already been accomplished and that has extended far beyond the call of normal duties. It is not intended as a reward for excellent performance by a candidate of duties normally expected of an official occupying a government position or of a governmental or intergovernmental institution. 4. Recommendations for candidates to receive the Prize will be made on the basis of work accomplished, taking into consideration the following criteria: (a) contribution to the successful formulation and implementation of the national policy and strategy for health for all; (b) promotion of and substantial achievement in advancing given health programmes which have resulted in increasing primary health care coverage, and/or improving the quality of health care to the population, and a notable reduction of given health problems; (c) contribution to increased efficiency and management of health systems; policy development, health legislation and ethics, within the framework of primary health care; (d) innovative programmes to reach socially and geographically disadvantaged population groups; (e) innovative efforts in training and education of health workers in primary health care; (f) successful and effective efforts in involving communities in planning, management and evaluation of primary health care programmes; (g) development and successful application of health systems research for the advancement of primary health care. 5. Article 2 The Founder The Foundation is established upon the initiative of, and with funds provided by, the Government of the State of Kuwait (hereinafter referred to as “the Founder”). Article 3 Capital The Founder endows the Foundation with an initial capital of US$ 1 000 000 (one million United States dollars). The capital shall be invested and managed by the Administrator in order to generate capital growth and income for the benefit of the Foundation in future years. The capital of the Foundation may be increased by all the income from its undistributed reserves or by gifts and bequests. Article 4 Purpose 1. The purpose of the Foundation is to award a prize (“His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for the Promotion of Healthy Ageing”) to a person or persons, an institution or institutions or a nongovernmental organization or organizations, who have made an outstanding contribution to research, health promotion, policy and/or programmes on healthy ageing. The specific criteria that shall be applied in the assessment of the work done by the candidate/candidates shall be determined by the Foundation Selection Panel. The Foundation Selection Panel has developed Guidelines in this regard. 2. The Prize shall be presented during a session of the World Health Assembly to the recipient or, in his absence, to a person representing him. Article 5 Proposal and selection of candidates 1. The presence of the three members of the Selection Panel shall be required for the taking of decisions. The Panel shall take decisions by a majority of its members. 3. The travel expenses of the representative of the Founder in attending the meetings of the Foundation Selection Panel shall be considered to be an expense of the Foundation and reimbursed, in accordance with the travel rules of the Administrator, out of the income derived from the Foundation’s capital. Article 7 Proposal of the Foundation Selection Panel The Foundation Selection Panel shall propose, at a private meeting, the name (or names) of the recipient (or recipients) of the Prize to the Executive Board. The proposal shall be considered by the Executive Board, which shall decide who the recipient, or recipients, of the Prize shall be. Article 8 The Prize 1. The Prize shall consist of a certificate of award and a sum of money, together with a plaque from the Founder, which shall be awarded not more often than once in each year, derived from the interest on the Foundation’s capital and unutilized cumulative revenues, which may be supplemented by the Founder. The sum of money initially determined may be adjusted from time to time by the Selection Panel, based on the changes in the capital of the Foundation, variation in interest rates and other relevant factors. 2. If the Prize is awarded to more than one person, an institution or institutions, or a nongovernmental organization or organizations, the sum of money shall be proportionately distributed between them. Article 9 Administrative Cost A charge of 13% (or as otherwise established by the governing bodies of the World Health Organization) for programme support costs shall be assessed on the amounts awarded by the State of Kuwait Health Promotion Foundation to help cover the cost of administration of the Foundation.  -3- Annex 6 Article 10 The Administrator 1. The Director-General of the World Health Organization shall be the Administrator of the Foundation, and shall act as the Secretary of the Foundation Selection Panel. 2. Any such proposal, if endorsed by a majority of the members of the Selection Panel, shall be submitted to the Executive Board for approval.  C.L.21.2025 ANNEX 7 STATE OF KUWAIT HEALTH PROMOTION FOUNDATION “HIS HIGHNESS SHEIKH SABAH AL-AHMAD AL-JABER AL-SABAH PRIZE FOR THE PROMOTION OF HEALTHY AGEING” GUIDELINES (as amended in June 2024) 1. “His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for the Promotion of Healthy Ageing”, consisting of a certificate of award, statuette and a sum of money not exceeding US$ 40 000, will be awarded for outstanding contribution to healthy ageing. This includes contributions such as research, health promotion, policy and/or programmes. 2. The Prize will be given to a person or persons, an institution or institutions, or a nongovernmental organization or organizations who have made an outstanding contribution to research, health promotion, policy and/or programmes on healthy ageing. 3. The Prize aims at rewarding outstanding work in healthy ageing that has already been accomplished and that has extended far beyond the call of normal duties. It is not intended as a reward for excellent performance by a candidate of duties normally expected of an official occupying a government position or of a governmental or intergovernmental institution. 4. Recommendations for candidates to receive the Prize will be made on the basis of work accomplished, taking into consideration the following criteria: (a) contribution to the successful formulation and implementation of national policy and strategy on healthy ageing; (b) substantial achievement in advancing research, health promotion, policy and/or programmes on healthy ageing, which has resulted in increasing primary health care coverage, and/or improving the quality of health care to the population, and a notable reduction of given health problems; (c) the development of innovative programmes in the areas of healthy ageing targeted at socially and geographically disadvantaged population groups; (d) innovative efforts in training and education of health workers on healthy ageing; (e) successful and effective efforts in involving communities in planning, management and evaluation of health promotion, policy and/or programmes on healthy ageing; 5. The candidate/candidates nominated for the Prize must be intimately and directly connected with the efforts and achievements in a given area. 6. To facilitate the assessment of the work done and the accomplishments, the most recent and pertinent publications and/or documentation directly related to the work should be submitted along with the nomination. Such materials should illustrate clearly the nature of the work carried out, the results achieved, the difficulties and obstacles encountered, and the solutions proposed and implemented; they need not necessarily have been published in a scientific or other journal. Inadequate or inappropriate documentary evidence of the work carried out will greatly handicap the Selection Panel in the assessment of the candidature. Annex 7 -2- 7. To further support the documentary evidence, if necessary, the Administrator, on behalf of the Selection Panel, reserves the right to examine the work done by the candidate/candidates and to seek further information from independent sources. 8. Current and former staff members of the World Health Organization, and current members of the Executive Board, shall be ineligible to receive the Prize. 9. There should not be more than two recipients of the Prize per year. If two candidates are considered eligible by the Selection Panel and selected to receive the Prize, the sum will be equally divided between them. 10. These guidelines will be reviewed and updated periodically as considered appropriate.  C.L.21.2025 ANNEX 8 STATUTES OF THE DR LEE JONG-WOOK MEMORIAL PRIZE FOR PUBLIC HEALTH (Revised in January 2011) Article 1 Establishment Under the title of the “Dr LEE Jong-wook Memorial Prize for Public Health”, a Prize is established within the framework of the World Health Organization, which shall be governed by the following provisions. Article 2 The Founder The Prize is established upon the initiative of, and with funds provided by, the Government of the Republic of Korea through the Korea Foundation for International Healthcare – Dr LEE Jong-wook Memorial Fund (hereinafter referred to as “the Founder”). Article 3 Endowment The Founder annually endows the Prize with an endowment of US$ 100 000 (one hundred thousand United States dollars) together with a sum sufficient to cover the charge referred to in Article 8 below, as confirmed annually by the Administrator. This annual endowment, together with this additional sum, shall be provided by the Founder to the World Health Organization in January of each year. Article 4 Prize 1. Provided that the Administrator is in receipt of the endowment, the Dr LEE Jong-wook Memorial Prize shall be awarded to a person or persons, an institution or institutions, a governmental or nongovernmental organization or organizations, who have made an outstanding contribution to public health. The Dr LEE Jong-wook Memorial Prize for Public Health consisting of a sum of money (which will not exceed US$ 100 000), together with a plaque from the Founder, will be awarded for outstanding contributions to public health. 2. The Prize will be awarded to a person or persons, an institution or institutions, a governmental or nongovernmental organization or organizations that have contributed to the improvement of public health, reflecting the will of Dr LEE Jong-wook, the sixth WHO Director-General, who dedicated to the underprivileged. 3. The Prize aims at rewarding work that has extended far beyond the call of regular duties, and it is not intended as a reward for an excellent performance of duties normally expected of an official occupying a government position or of a governmental or intergovernmental institution. 4. The following criteria will be applied in the assessment of the work performed by the candidate/candidates: (a) contribution to the improvement of population and public health; (b) efforts to improve health care access in resource-constrained settings and achieve health equity; (c) outstanding achievements in solving global health problems that have emerged in the recent years; and (d) best practices in the areas of (a), (b), or (c) that can be replicated in other fields. Some illustrative examples of the above are attached to these guidelines. In the event that several candidates are nominated for the Prize, priority consideration will be given to candidates from WHO Member States that are classified by the World Bank as low-income countries or lower-middle-income countries, or to candidates who are undertaking – or have undertaken – activities implemented in those countries. 5. The candidate/candidates nominated for the Prize must be intimately and directly connected with the efforts and achievements in a given area and must have the possibility of remaining involved in the further development of this work. 6. The candidate/candidates will be requested to indicate how the award funds would be used. 7. To facilitate the assessment of the work done and the accomplishments, the most recent and pertinent documentation directly related to the work should be submitted along with the nomination. Such materials should illustrate clearly the nature of the work carried out, the results achieved, the difficulties and challenges encountered, and the solutions proposed and implemented; they need not necessarily have been published in a scientific or other type of journal. (b) Efforts to improve health care access in resource-constrained settings and achieve health equity: – improving the level of community-based health through contribution to better primary public health care; – making efforts to reduce health inequalities among communities and population groups; – demonstrating commitment to the provision of health services to the marginalized and vulnerable; – contributing to the improvement of health of internally displaced persons and/or refugees, through health-related activities in disaster-stricken areas; and – making efforts to provide essential health services needed in resource-constrained areas/settings. (c) Outstanding achievements in solving global health problems that have emerged in recent years: – making efforts to solve global health threats, including – but not limited to – air pollution and climate change, noncommunicable diseases, and novel infectious diseases. The Nelson Mandela Award for Health Promotion shall be given to a person or persons, an institution or institutions, a governmental or nongovernmental organization or organizations, who or which has/have made a significant contribution to health promotion. 2. The award aims to reward work that has extended far beyond the call of normal duties, and it is not intended as a reward for excellent performance of duties normally expected of an official occupying a government position or of a governmental or nongovernmental institution. 3. In recognition of the humility of Nelson Mandela, the award given to each laureate shall be a plaque. The award shall be given annually. 4. The award shall be presented during the Health Assembly to the laureate(s) or, in their absence, to a person(s) representing them. Article 4 Proposal and selection of candidates 1. Any national health administration of a Member State of the World Health Organization, or any former recipient of the award, may put forward the name of a candidate for the award.
