My main areas of research and work – and also the key focus of TalTech Department of Law - include how law and technology meet, with a key issue being digital governance. Estonia is a world leader in digital governance for several decades already, which means that both practitioners and scholars from the world over come to Estonia to study our governance systems. TalTech is at the forefront of interdisciplinary studies and research in the field. Mr Zaid Syed has been in touch with me in relation to his interest in Estonia as a focus for his planned research for which he is applying for a Fulbright scholarship. He plans to study h ow Estonia is developing governance mechanisms for AI agents that exercise delegated authority on behalf of citizens or public institutions, and how do these mechanisms address identity, traceability, human control, and accountab ility. Although he has decided to adhere to the University of Tartu, he has reached out also to TalTech and myself to discuss his proposal and to for future possible interviews should his application be successful. I find that Zaid has prepared a solid proposal and his interest in Estonia and the topic are based on serious preparatory study. What he plans to study is something that is yet very much a work in progress, but given Estonia’s leading position in digital governance, the country is a very good place to look at such cutting-edge topics in a practical setting. There are thus good reasons to assume that Zaid would be able to conduct relevant and interesting work in case he is awarded the scholarship.
