The purpose of this communication is to recall to you the capabilities of the Copernicus Maritime Surveillance (CMS) service, which is the service delegated by the European Commission to EMSA in the framework of the European Union Copernicus Programme. Through CMS, EMSA is since 2016 already providing to 42 different organizations from 15 Member States and European Institutions with timely, relevant, and targeted satellite-based maritime information. This service could be used, in combination with the EMSA integrated Maritime Information Services (IMS), in cases such as: • Safety of navigation: to support search and rescue operations of a longer duration; • Safety of navigation: to detect drifting containers or abandoned ships; • Monitoring ship-to-ship transfers; • Monitoring traffic separation schemes; • Monitoring windmill farms at sea; • Monitoring vessels of interest: e.g. nuclear transport, end-of-lifetime vessels sailing to ship recycling sites; • Operations where an up-to-date coastline map is needed; • Environmental protection: to supplement the CleanSeaNet Service and support the detection and monitoring of oil spills in non-European waters; • Others. If not done already, we would like to invite your organisation to start testing and using the CMS service in support to your operations at sea. The process is rather simple, and the first step consists on filling up the attached CMS Registration Form and to sending it to [email protected]. The CMS team at EMSA is also available to provide a more in-depth introduction to the service, describe the different satellite data types available and the value-added products that are extracted from satellite imagery, such as vessel and objects of interest detection or oil spill detection. Purpose The purpose of the User Registration Form is two-fold.  To register new users in the Copernicus Maritime Surveillance service (CMS). The form requests information regarding the user organisation and type of activity carried out.  To assist the users in describing their activities in order to provide a basis for ascertaining which Earth Observation (EO) products are appropriate to support their maritime operations. The information provided in the User Registration Form is intended to be broad in scope and should be general to all operations carried out by the user. Data delivery 4.1 Data access The EMSA portal2, a secure web access interface available only to registered users, is the default means of EO service delivery. Note that emails are sent to all users registered in the same functional area and therefore users might receive notifications of anomalies/cancellations that do not correspond to acquisitions they ordered. Data policy 5.1 Handling of Sensitive Information Given the profile of CMS users and the types of operations in which they are engaged, information exchanged within the context of requesting and receiving CMS services4 may be considered sensitive. Although information exchanged in this context is not is not considered to be EU Classified Information, the sensitive nature of the information is nonetheless addressed by controlled procedures which have been put in place internally. Information from users is provided to the CMS team through request forms which are sent via unencrypted email. Once the request has been received, the request forms are not shared with third parties outside EMSA. Discreet data elements from the request forms are shared with satellite service providers only to the extent that is necessary to provide the requested service (e.g. definition of the area of interest and period of acquisition). 2 Also referred to as the SafeSeaNet Ecosystem Graphical User Interface (SEG) 3 The goal of the incident management process is to restore a normal service operation as quickly as possible and to minimize the impact on business operations, thus ensuring that the best possible levels of service quality and availability are maintained 4 An EO service is considered to be one satellite image product, along with any relevant additional data such as vessel detection or value-added products which may be combined with the image. 3  Copernicus Maritime Surveillance Service Registration Form 5.2 Data sharing CMS is one of the security services of the Copernicus Programme, and as such does not have an open data policy. When services are delivered they will normally be visible in the restricted EMSA portal to other authorised users, all of which are governmental authorities or EU institutions or bodies with functions in the maritime domain5. User Satisfaction Feedback All CMS services are available to authorised users free of charge. The Copernicus Programme is a user driven programme that relies on user feedback for providing a sustainable quality service. Feedback from the service is a requirement from the Copernicus Programme as it enables the understanding of the impact of the services being provided, as well as a continuous service improvement of CMS. Thus, at the end of each operation or campaign, a feedback form is sent to the CMS users with the purpose of gathering feedback on users’ satisfaction with the service and suggestions for qualitative improvement.
