Laevapere liikmete pädevuse tõendamine pärast eriolukorra lõppemist
Seoses viiruse Covid-19 pandeemiast tuleneva eriolukorra lõppemisega jätkavad
mereõppeasutused täiendusõppekursuste tegemist ja tunnistusi pikendatakse tavapärases korras.
Nendele laevapere liikmetele, kes eriolukorra ajal läbisid koolituse e-õppe vormis ja nüüd on
läbinud ka koolituse praktilise osa, vahetatakse eriolukorras väljastatud tunnistus tavalise
viieaastase kehtivusega tunnistuse vastu riigilõivu vabalt. Praktiline osa tuleb läbida kuue kuu
jooksul pärast e-õppe läbimist. Tunnistuse viieaastane kehtivusaeg algab praktilise õppe
läbimisest.
Tervisetõendeid uuendatakse tavalises korras. Soovitame laevapere liikmetel võtta enne
tervishoiuteenuse pakkuja juurde minekut nendega ühendust, et kontrollida, kas teenuse
pakkumisel on mingeid pandeemiast tulenevaid piiranguid.
Laevapere liikmetele, kes ikka veel viibivad reisis ja piirangutest tulenevalt Eestisse pöörduda ei
saa ning kelle tunnistused on reisi jooksul aegunud, on võimalus uuendada täiendusõppe tunnistusi
e-õppe kaudu. Laeva juhtkonna liikmetel, kellel seoses täiendusõppetunnistuste aegumisega on
lõppenud või lõppemas kinnituslehe kehtivus, on võimalik kas uuendada e-õppe kaudu
täiendusõppe tunnistusi ja nende läbimisel ka kinnituslehte või pikendada kinnituslehte Vabariigi
Valitsuse määrusega nr 96 „Laevapere liikmete koolitus- ja kvalifikatsiooninõuded ning
diplomeerimise kord“ § 33 lg 8 kehtestatud korras reederi taotluse alusel.
Meremeeste tervisetõendid, mille on väljastanud Eesti arstid kaheaastase kehtivusajaga ja mis
aeguvad reisi jooksul seoses reisi pikenemisega Covid-19 viiruse tõttu, pikenevad kolme kuu võrra
kooskõlas STCW reegliga I/9.

Proving continuous competence of crew members after cancellation of emergency situation
As the emergency situation that was declared due to the pandemic of the coronavirus Covid-19
has been cancelled, maritime educational and training institutions now continue to provide training
and refresher and updating courses in the regular manner, and the ordinary procedure for extension
of the validity of certificates will be applied. Crew members who completed training in the form
of e-learning during the emergency situation and by now have also passed the practical part of the
training, can have their certificates issued during the emergency situation replaced with the regular
five-year certificates without having to pay the state fee. The practical part needs to be passed
within six months after completion of the e-learning courses. The five-year validity period of the
certificates begins when practical training is finished.
Health certificates will be updated in accordance with the regular procedure. We recommend crew
members to contact the health service providers before their health examinations in order to check
whether there are any restrictions on the provision of health care services arising from the
pandemic.
Crew members who are still on a voyage and cannot return to Estonia due to the restrictions
established, and whose certificates have expired during their voyage, can renew their certificates
of refresher and updating courses via e-learning. Ship officers whose endorsements have expired
or are about to expire due to the expiry of their certificates of refresher and updating courses can
either renew the certificates of refresher and updating courses via e-learning and thus also renew
the endorsements upon completion of the courses, or have the validity of their endorsements
extended on the request of the company in accordance with subsection 33 (8) of Government of
the Republic Regulation No 96 “Requirements for the Training and Qualification of Seafarers and
Procedures for Certification”.
Seafarers’ health certificates issued by Estonian physicians with the validity period of two years,
which expire during the voyage due to prolongation of the voyage caused by the Covid-19 virus,
will be extended by three months in accordance with STCW Regulation I/9.
