Abstract:
The proposed HORIZON-WIDERA-2021-ACCESS-03 Twinning project aims to enhance research and technical capacity at the Geological Survey
of Estonia (EGT) to accelerate Estonia transition’s from fossil fuel energy to green energy. The capacity building will be mainly focussed on
developing state-of-the-art geological, geochemical and geophysical survey skills, data management workflows, and subsurface modelling
capability for exploration and geological resource assessment of European critical raw materials and geothermal energy as a future potential green
energy source for Estonia. The EGT geological capacity enhancement will be implemented via range of joint activities such as scientific
conferences and exchanges as well as through delivery of specialised training programmes provided by three leading geological surveys in Europe
– the Geological Survey of Finland (GTK), the British Geological Survey (UKRI/BGS) and the Geological Survey of Denmark (GEUS). The project
will contribute to the development of multidisciplinary research and innovation in geological studies in Estonia and enables EGT to enhance the
scientific excellence of its personnel and to collaborate with experts from leading international research institutions. One of the project priorities is
to support early-career researchers at EGT who will gain state-of-the-art experience in the geology fields crucial to Estonia.

The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work
programme:
- Clarity and pertinence of the project’s objectives.
- Quality of the proposed coordination and/or support measures including soundness of methodology.
Objectives are outlined very well and are clearly pertinent with the Call Work Programme. However, their level of verifiability and measurability
is not convincingly presented. This is a shortcoming.
An outstanding scientific strategy for stepping up and stimulating scientific excellence in a well-defined area of research is outlined. Regarding
the research component, the overall approach is excellent, and comprises several surveys, modelling, materials exploration, and
investigations. The current status and needs of the coordinating institution is sound. However, arrangements for formulating new research
projects in cooperation with the more advanced partners are not sufficiently developed, beyond publishing together. This is a minor
shortcoming.
Coordination and support measures are very appropriately addressed, and foster sustainability, transferability and complementarity. Capacity-
building (e.g., dedicated on-the-job training, and secondments) is fully appropriate. Overall, the methodology builds on sound and clearly
identified pillars, and provides a credible framework, which is demonstrated through appropriate activities. Administrative and research
challenges are adequately identified and cover a range of aspects including, legal, financial, exploitation and dissemination.
A mobility plan (inward and outward) and knowledge transfer with the more advanced partners will greatly enhance the expertise and research
experience at the coordinating institution, as part of an enlarged research partnership. More specifically, a range of very suited and well
thought-out mechanisms are envisaged, including short-term staff exchanges, expert visits, short-term on-site and field-based training,
workshops and joint conference organisation.
Research management and administration at the coordinating institution will be improved, driven by exchange of knowledge, experience and
staff, as well as dedicated courses (e.g., in project management and administration and in proposal writing).
The approach to tackling open science is, overall, well addressed, with reference to best practices in the field. Research data management is
addressed in a concrete manner and in line with FAIR principles. Substantial detail is provided on output and data generation, and those plans

are good.
Criterion 2 - Impact

The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work
programme:
- Credibility of the pathways to achieve the expected outcomes and impacts specified in the work programme, and the likely scale
and significance of the contributions from the project.
- Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and
exploitation plan, including communication activities.
Excellence capacity and resources of the coordinating institution will improve, with some spill-over for the benefit of the widening country.
These benefits include improved policies and decision-making at the national level in the field concerned, and increased experience in state-
of-the-art earth science research tools, technologies and software, along with enhanced knowledge on environmental issues related to mineral
resources exploration. The enhancement of strategic networking activities (e.g., conferences, secondments, joint projects, workshops)
between the main beneficiary and the more advanced partners is excellently detailed and fully in line with the Work Programme. An increased
reputation of the coordinating institution at EU level is foreseen, resulting from networking with top-class partners elsewhere in the EU.
However, actions for sustaining networking beyond the proposals lifespan are insufficiently concrete (e.g., broad statements about joint
publication and proposals). This is a shortcoming.
Overall, the pathways to achieve the expected outcomes and impacts specified in the Work Programme are very convincingly specified and
credible (e.g., reputation enhancements will attract early career researchers, creation of new research and industry networks, increased skills).
Indicators (e.g., publications, presentation, policy briefs) are clearly defined, including timing and means of verification.
Specific requirements, and potential barriers arising from factors beyond the scope and duration of the proposed project (e.g., determining
whether the desired outcomes and impacts are achieved) along with adequate mitigating measures are not sufficiently addressed. This
represents a shortcoming.
The scale and significance of the expected outcomes and impacts are systematically addressed. Impacts on Green energy transition and
communicating with the local policy-makers are very convincingly addressed and justified through very well formed and achievable measures.
Dissemination and communication plans are well laid out and based on tight links with stakeholders from various domains. Means of
dissemination (including e-newsletter, conferences, external events, and publications), channels of communications (including project website,
posters, roll-up, infographics, press releases), target audiences and indicators are all well identified. Language aspects to support
communication with the national audience is not sufficiently clear.
The exploitation plan is very well structured and convincing, including how new innovative products and services are developed. Transfer of
knowledge via specific activities is very well addressed. Intellectual property and specific protective measures in case of exploitation of the
project results are not sufficiently addressed.
Criterion 3 - Quality and efficiency of the implementation

The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work
programme:
- Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages,
and the resources overall.
- Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise.
The work plan is carefully designed, fully credible and achievable. Work packages are thoroughly elaborated, interlinked, and comprise
appropriate objectives, tasks, deliverables, and milestones. Monitoring procedures, and management and decision-making rules are good,
and ensure smooth delivery. A training plan is particularly good. Timing is clearly reflected in a very good Gantt chart. Milestones are linked to
major activities and are well set up.
The risk assessment is very good. Critical risks for project implementation are appropriately identified (e.g., low quality deliverable, insufficient
availability of a partner, challenges to the availability of key personnel, inter-partner conflicts).
Overall, resource allocation across participants and work packages is well defined and reasonable. There is, however, limited detail and
justification provided on some aspects, such as field work, open access fees, and modelling software. This is a shortcoming.
The consortium has very appropriate and complementary scientific expertise, and relevant experience. Details are, however, limited regarding
the track-record (e.g., publications, project experience) of some of the researchers from the more advanced countries, yet this represents a
minor shortcoming.
The laboratory infrastructure is of an excellent quality and covers all research and scientific needs. Each participant in the consortium is
allocated clear tasks and the necessary potential to accomplish. Useful emphasis is provided on the contribution and involvement of the
national industrial stakeholders, which is of major importance for a successful implementation.
