Austatud härra Kartau
Edastame vastavalt Teie taotlusele muudetud mereuuringu- ja laevaloa merepõhja geofüüsikaliste
uuringute läbiviimiseks Eesti merealale kavandatava meretuulepargi piirkonnas ja merekaabli
potentsiaalsel asukohatrassil territoriaalmeres ja Liivi lahes. Varasemalt väljaantud luba
nr 7-6/21/28 on täiendatud kaablitrassi uuringualaga ning loa kehtivust on pikendatud kuni
30.11.2021.
Palume edastada muudetud luba nr 7-6/21/28-2 (failid lisatud) ka Teie tellitud uuringute
läbiviijale.

Veeseaduse § 248 lõike 1 alusel ning tulenevalt Saare Wind Energy OÜ poolt 23.09.2021 esitatud
laevaloa muutmistaotlusest muudab Keskkonnaministeerium 29.07.2021 välja antud
mereuuringu- ja laevaluba nr 7-6/21/28 ja sõnastab selle järgmiselt (konsolideeritud versioon):
Veeseaduse § 245 lõike 1, riigipiiri seaduse §141 lõike 11 ja keskkonnaministri käskkirja
nr 1-2/19/217 punktide 1.4 ja 1.5 alusel ning kooskõlas ÜRO mereõiguse konventsiooni artikli 246
lõigetega 1–3 annab Keskkonnaministeerium mereuuringuloa ja sellega seonduva laevaloa
teaduslike mereuuringute läbiviimiseks Eesti Vabariigi jurisdiktsiooni all oleval merealal vastavalt
Saare Wind Energy OÜ poolt esitatud taotlustele järgmiselt:

Mereuuringu eesmärk Merepõhja batümeetria ja setete geofüüsikalised
uuringud (erinevate sonarite ja geofüüsikaliste
meetoditega) kavandatava avamere tuulepargi
piirkonnas Saaremaast läände jääval merealal ning
tuulepargi merekaabli potentsiaalsel asukohatrassil
territoriaalmeres ja Liivi lahes. Uuring viiakse läbi
vastavalt tuulepargi keskkonnamõju hindamise
programmis ettenähtule.

Uuringu kuupäevad Perioodil 10.08-30.11.2021 (sõltuvalt ilmaoludest)
Mereuuringuloa lisatingimused ja uuringuloa omaja kohustused:
1) uuringud peavad toimuma kooskõlas rahvusvaheliste ja Eesti Vabariigi õigusaktidega ega tohi
segada laevaliiklust;
2) teatada Politsei- ja Piirivalveameti Merevalvekeskusele (JRCC Tallinn) Eesti Vabariigi
merealale sisenemise koht ja aeg VHF sagedustel 156.475 MHz (kanal 69) või 156.800 MHz
(kanal 16);
3) veeseaduse §247 punktide 2 ja 5 alusel võimaldada Eesti Geoloogiateenistuse kahel esindajal
osaleda uuringul. Teavitada Eesti Geoloogiateenistust kaks nädalat ette uuringu täpsest
toimumisajast ning edastada Eesti Geoloogiateenistusele geofüüsikaliste uuringute ajakava ja
programm, sh ülevaade kogutavate andmete koosseisudest, metaandmetest ja
andmeformaatidest. Eelnimetatud info osas ja uuringutel osalemiseks on
Eesti Geoloogiateenistuse kontaktisikuks meregeoloogia ja geofüüsika osakonna juhataja

4) teavitada Keskkonnaministeeriumit kui mereuuringu- ja laevaloa andjat viivitamata
uuringuprojekti olulistest muudatustest e-postile

5) veeseaduse §247 punkti 4 alusel edastada Eesti Geoloogiateenistusele või teha kättesaadavaks
veebipõhiselt merepõhja ja põhjasetete geofüüsikaliste uuringute alusandmed
(masintöödeldaval kujul) hiljemalt 31.12.2021 (kontaktandmed toodud punktis 3);
6) Keskkonnaministeerium soovib saada loataotluse punktis 9 nimetatud uuringutulemusi, mille
palume saata hiljemalt 31.12.2021 e-postile

Mereuuringu- ja laevaloaga seonduvaks kontaktasutuseks info jagamisel on mereuuringuloa
taotluse esitaja ja uuringu tellija Saare Wind Energy OÜ (kontaktisik Kuido Kartau,

29.07.2021 välja antud mereuuringu- ja laevaluba nr 7-6/21/28 asendatakse käesoleva loaga selle
allkirjastamisest alates.
Mereuuringuloa andmise peale võib 30 päeva jooksul haldusakti teatavakstegemisest arvates
esitada halduskohtule kaebuse halduskohtumenetluse seadustikus sätestatud korras.

Based on subsection 1 of § 248 of the Water Act and in accordance with the Entry Clearance
amendment application by the Saare Wind Energy OÜ on 23.09.2021, Ministry of the
Environment amends the Marine Scientific Research Permit and Entry Clearance No 7-6/21/28
(issued on 29.07.2021) and formulates it as follows (consolidated version):
Based on subsection 1 of § 245 of the Water Act, subsection 11 of §141 of the State Borders Act,
points 1.4 and 1.5 of the Decree of the Minister of Environment No. 1-2/19/217 and in accordance
with paragraphs 1–3 of the UN Law of the Sea Article 246, Ministry of the Environment issues
the Marine Scientific Research Permit and Research Vessels Entry Clearance according to
applications submitted by the Saare Wind Energy OÜ as follows::

Additional conditions and obligations of the permit owner:
1) research cruise must be carried out in accordance with international and Estonian legislation
and do not interfere with vessel traffic;
2) planned time and point on entry into Estonian marine area must be reported to Estonian Police
and Border Guard Boards Joint Rescue and Coordination Centre (JRCC Tallinn) on VHF
frequences 156.475 MHz (channel 69) or 156.800 MHz (channel 16);
3) based on points 2 and 5 of §247 of the Water Act participation of two representatives of the
Geological Survey of Estonia must be allowed in the research cruise. Geological Survey of
Estonia must be informed two weeks beforehand on the exact dates of the cruise and provide
them a timetable and programme of the research, incl. information on all the categories,
metadata and formats of the data to be collected. The contact person of the Geological Survey
of Estonia on abovementioned information and participation in the research cruise is the
Head of the Department of Marine Geology and Geophysics Sten Suuroja (e-mails:

4) inform Ministry of the Environment as an issuer of the marine research permit and entry
clearance immediately of any substantial changes in the research project by e-mail
(
[email protected]);
5) based on point 4 of §247 of the Water Act provide (by e-mail or make accessable via web-
service) to the Geological Survey of Estonia all the basic data on the geophysical survey of
the seabed and seabed sediments by December 31, 2021 at the latest (contacts are provided in
point 3);
6) Ministry of the Environment is interested in research results mentioned in the point 9 of the
permit application. Research results and reports should be sent by December 31, 2021 at the
latest to the e-mail

In the frames of this Marine Research Permit and Entry Clearance the contact point for exchange
of information is the applicant of the permit and sponsoring institution of the research
Saare Wind Energy OÜ (Kuido Kartau, ph +372 527 3671, e-mail

The Marine Research Permit and Entry Clearance No 7-6/21/28, issued on 29.07.2021, will be
replaced by the current permit after signing it.
In accordance with the Administrative Procedure Act, issuing of this Marine Research Permit may
be filed in Administrative Court within 30 days after the issuance of the Permit.
