Mereuuringu- ja laevaloa taotluse kooskõlastamine (Seabed Explorer)

Välisministeerium Kaitseministeerium Politsei- ja Piirivalveamet 09.07.2021 nr 7-6/21/26-2 Mereuuringu- ja laevaloa taotluse kooskõlastamine (Seabed Explorer) Keskkonnaministeeriumile saabus 08.07.2021 Saare Wind Energy OÜ mereuuringuloa ja sellega seonduva laevaloa taotlus (lisatud) Saksamaa LV uurimislaevaga „Seabed Explorer“ merepõhja ja põhjasetete geofüüsikaliseks uurimiseks Saaremaast läände jääval merealal. Taotluse kohane geoloogiline uuring on nõutud kavandatava meretuulepargi keskkonnamõju hindamise programmis. Uuring toimuks ajavahemikul 10.08.‒31.10.2021, sõltudes ka ilmastikutingimustes t. Keskkonnaministeeriumil pole vastuväiteid taotlusekohase mereuuringuloa ja laevaloa väljaandmiseks. Edastame taotlused Teile kooskõlastamiseks ja ettepanekute esitamiseks. Ettepanekute esitamisel palume täpsustada asjaolusid, millega tuleks arvestada mereuuringuloa andmise või andmisest keeldumise otsuse tegemisel, sealhulgas lähtuvalt veeseaduse §-dest 245‒246. Omapoolsed ettepanekud lubade nõuete ja tingimuste kohta palume esitada eesti ja inglise keeles, et vältida võimalikke tõlkevigu lubade andmisel. Palume Teie kooskõlastust ja/või lisatingimusi mereuuringu- ja laevaloa väljaandmiseks hilje ma lt 28. juuliks 2021. Selleks tähtajaks vastamata jätmise loeme vaikimisi kooskõlastuseks. Purpose of the Research and general operational methods: Saare Wind Energy OÜ is developing an offshore windfarm in the western coast of Saaremaa. Superficies license procedure and environmental impact assessment (EIA) have been initiated by the Government of the Republic of Estonia with Order No. 183 of 28.05.2020. The EIA decision initiated by the Government prescribes several studies/surveys what must be conducted, the planned “geophysical soil survey” is complex survey covering and supporting following surveys mentioned in EIA decision: Underwater archaeological studies, Study specifying the bathymetry, Geotechnical study of seabed, Seabed biota, assessing probability of finding historical explosives and other dangerous objects. The planned study is a geophysical and geological study where specific sonars and echo sounders are involved operated by a team of geologists and surveying engineers. The vessel will contactless scan the seafloor and determine sediment structures, water depths and sub-seabed soil conditions. Therefore the vessel will sail on pre-defined survey lines to cover the full wind park area. 2.2. Relevant previous or future research projects: As part of Saare Wind Energy OWF EIA several other surveys/studies will be carried out during 2021-2022. For example, study of bird migration and feeding areas, marine biota survey, fish study, bats study, metocean study, navigation safety study etc. As much as possible Estonian ships and scientist are involved, but for specific tasks there is no appropriate equipment available in Estonia. 2.4.
