INTERNATIONAL LABOUR OFFICE NOTE VERBALE Validation of the draft country profile for the Child Labour Observatory The International Labour Office presents its compliments to the Permanent Mission of Estonia and has the honour to inform its representatives of the development of a new online platform, the Child Labour Observatory (CLO) , a s part of the International Labour Organization’s (ILO) commitment to strengthen knowledge-sharing and promote evidence-based action against child labour, and in line with the Durban Call to Action adopted at the 5th Global Conference on the Elimination of Child Labour. 1 This Observatory will host comprehensive country profiles for all ILO Member States, presenting key legal, policy, and statistical information on national efforts to address child labour. In this context, the Office ha s prepared a draft CLO country profile for Estonia , which is attached for review , together with a note providing further information on the CLO . To ensure that the information is accurate, complete, and up to date before the Observatory’s official launch, the Office would be grateful to receive feedback from the Government . In particular , governments are kindly requested to : Verify the accuracy of the information and indicate any necessary corrections , referenc ing the relevant official and publicly available sources ; Provide new information or sources , including official resources such as laws, policies, or reports , by sharing the relevant links or documents. Unless the Office is advised otherwise by 10 October 2025 , it will consider the attached version a s final and proceed to include it in the publicly available CLO. The International Labour Office takes this opportunity to renew to the Permanent Mission of Estonia the assurances of its highest consideration. 1 In the Durban Call to Action, Member States committed “ to take measures, including gender-responsive measures, to tackle child labour, particularly its root causes, and reignite and upscale activities toward SDG target 8.7 to end child labour in all its forms by 2025, recognizing the central role of public labour administrations, in coordination with other relevant authorities .” The ILO has a specific role in implementation of the Call to Action: “ to assist in the implementation of and communication of progress related to the Call to Action, the ILO will create and host a centralized information repository that collates relevant policies, plans, efforts and achievements of Member States in meeting their commitments to achieve SDG target 8.7 .” The CLO will serve as the centralized information repository envisioned in the Call to Action . The Child Labour Observatory In the Durban Call to Action of the 5th Global Conference on the Elimination of Child Labour, Member States commit to: o take measures, including gender-responsive measures, to tackle child labour, particularly its root causes, and reignite and upscale activities toward SDG target 8.7, recognizing the central role of public labour administration; o submit National Action Plans on child labour, and other relevant policies, to the ILO for presentation in a centralized repository. Member States that have not yet developed such plans are encouraged to do so. Member States are encouraged to include information on the implementation of this Call to Action and the outcome documents of previous Global Child Labour Conferences, and other efforts to combat child labour, in the reports that they submit on their ratified Conventions and under the Annual Review procedures of the ILO Declaration on Fundamental Principles and Rights at Work, 1998; o take stock of progress made toward achievement of target 8.7 during the period from 2022 until 2025 and at the VI Global Conference on Child Labour. They are encouraged to share information on good practices to eliminate child labour based on lessons learned and evidence from national and regional initiatives. The ILO has a specific role in the implementation of the Call to Action: “to assist in the implementation of and communication of progress related to the Call to Action, the ILO will create and host a centralized information repository that collates relevant policies, plans, efforts and achievements of Member States in meeting their commitments to achieve SDG target 8.7.” The Child Labour Observatory is the ILO’s response to this element of the Durban Call to Action. It is an online dashboard that presents information on each ILO Member State, including: • The national legal framework regarding child labour; • Findings of the ILO’s supervisory bodies on Member States’ application of ILO Convention on Worst Forms of Child Labour, 1999 (No. 182); • Statistical information on progress toward achieving SDG target 8.7; • Policies and plans, particularly National Action Plans, on child labour. Currently under development and validation by ILO Member States, the CLO will be launched in 2025.
