Subject: Virtual Meeting of the Conference of Chief Justices of Central and Eastern Europe on October 17, 2023
On behalf of the CEELI Institute, I am enclosing with this email a memorandum (Attachment A) and a questionnaire (Attachment B) in preparation for the virtual meeting of the Conference of Chief Justices of Central and Eastern Europe (Conference) scheduled for October 17, 2023. Because the memorandum provides the context and background for the questionnaire, you might want to read the memorandum before responding to the questionnaire. Based in part upon your responses to the questionnaire, there will be further communications with you as the date for the virtual meeting draws nearer.
With so many chief justices relatively new to the Conference, the memorandum is designed to familiarize the reader with the Conference, its origins, history, purpose and benefits. The memorandum also contains some modest refinements and modifications that pertain to how the in-person conferences are conducted. The CEELI Institute is making these suggested refinements after discussions within the Institute and with a few Chief Justices and other judges familiar with the Conference. We believe these suggestions and, perhaps others you may suggest, will further strengthen the conference by maximizing the relevance of the topics selected, ensuring that topics of interest to all countries, including sensitive topics, are included, increasing opportunities for discussion among participants, and assuring the future continuity of in-person conferences. See Attachment A.
The questionnaire, Attachment B, seeks your views on the above suggestions and any further ideas you may have. The questionnaire also seeks to introduce for discussion at the virtual meeting ideas for assuring that that funding will be available for future conferences. As you know, it has always been the case that, except for the expenses of the American judges and any other CEELI Institute personnel, the cost of each conference is the responsibility of the host Supreme Court. Challenging economic circumstances in some countries suggest we consider modifying this policy to allow some funding assistance for Supreme Courts that could not otherwise afford to host the conference.
Once we receive your responses to the enclosed questionnaire (Attachment B), we can propose an agenda for the first segment of our virtual meeting in October to allow for further discussion of these questions as needed. We anticipate that one of the participating chief justices will moderate this discussion. While the October meeting will be both virtual and abbreviated, we believe it is important that it also contain a substantive rule of law discussion after the business aspect of the meeting has been completed. The rule of law discussion will also be moderated by one of the participating chief justices. As we have done in the past, we will send out a separate questionnaire relating to possible rule of law topics that you may wish to discuss in the second segment of our October meeting.
We very much look forward to your responses to the questionnaire attached to this email and would appreciate receiving those responses at your earliest convenience, but no later than June 30, 2023. Please send the response to me at the above email address.
