My name is Guy, I'm an Israeli legal researcher in Tachlith Law & Policy institute focusing on matters of public law. I am writing to you as I believe your Academic and Judicial experience could both be very contributive to our work in Tachlith. As you might have heard, Israel is currently in the midst of a major Legal Reform. As one of the leading legal research institutes in Israel, we are thoroughly working on a wide comparative paper on the topic of judicial appointment procedures in Europe, including Estonia. We have found that in Estonia, there is a consultation process in which the Parliament appoints the Supreme Court Justices after consulting with the Court's President, according to Section 55 of the Courts Act of 2002. We are trying to understand how committed to the recommendation the Parliament usually is in practice. Also, we would be happy to understand if the Parliament had ever appointed a justice to the Supreme Court without getting the President's recommendation or despite his opinion. We would appreciate any help from you regarding these two questions, whether it be your own knowledge or reference to other sources.
