In order to effectively assist States and industry in meeting the CORSIA implementation timelines set forth in Annex 16 — Environmental Protection, Volume IV — Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), it is of paramount importance that ICAO disseminate the latest information and undertake the necessary actions, including capacity-building activities, over the 2020-2022 triennium. The Assistance, Capacity-building and Training activities for CORSIA (ACT-CORSIA), identified by the 40th Session of the Assembly as being necessary to support States in responding to CORSIA Standards and Recommended Practices (SARPs), were not included in the regular programme budget of ICAO and thus additional resources are required for their implementation. In this regard, the ICAO Council, at the fifth meeting of its 219th Session on 11 March 2020, emphasized the importance of such activities; acknowledged that risks to the timely implementation of CORSIA exist because of funding gaps; and that Member States be requested to provide voluntary contributions to finance these ICAO environmental activities. The ICAO Council, at the sixth meeting of its 220th Session on 15 June 2020, encouraged Member States to consider voluntary contributions to fund the hosting and maintenance costs of the CORSIA Central Registry (CCR). It should be noted that the CCR is the only means available for Member States to submit CORSIA-specific information and data to ICAO in fulfilment of their reporting requirements under Annex 16, Volume IV. At the request of the Council, the Secretariat will continue to analyse other possible funding options for the CCR to ensure its sustainability in the future. 999 Robert-Bourassa Boulevard Tel.: +1 514-954-8219 Email: [email protected] Montréal, Quebec Fax: +1 514-954-6077 www.icao.int Canada H3C 5H7  -2- The CORSIA-related activities planned for the current triennium (2020-2022) and the associated resources needed to cover meetings, tools and staff are as follows: a) organizational, travel and meeting costs associated with holding five annual ICAO regional seminars focussing on a different priority area for 2021 and 2022 in line with the CORSIA Implementation Elements ; b) staff and outreach costs associated with the development and update of Implementation Elements related to CORSIA eligible fuels ; c) staff and IT support costs associated with the annual update of the ICAO CORSIA CO2 Estimation and Reporting Tool (CERT) ; d) external consultancy and IT support associated with the hosting and maintenance of the CCR (est. USD 130,000 per year), and the further development/adjustments of the CCR taking into account decisions by the Council and the Assembly ; and e) staff and outreach costs associated with the development and update of outreach materials including brochures, videos and leaflets to reflect recent decisions on CORSIA, and dissemination of information to ensure ICAO’s leadership role. The annual cost of all above-mentioned activities is estimated at approximately USD 1 million per year and USD 3 million for the triennium. I therefore appeal to Member States to contribute additional resources through voluntary funding and/or other in-kind contributions to support timely implementation of CORSIA. It is important to recognize that a shortfall in voluntary contributions may result in the need to suspend key CORSIA-related activities, including the CCR services, which could compromise the timely functioning of CORSIA. Member States are welcome to indicate if their contributions are earmarked and for which of the above-mentioned activities.
