Dear Sirs,
The Swedish helicopter operator Airlift Helicopter Sweden AB, intends to conduct commercial high risk specialized operation in the territory of your state.
The operator has been commissioned by a movie production company to participate in a film production, where parts of the filming will take place in Estonia. A helicopter of type AS50 with the registration number SE-JEA is intended to be used in the operation.
The SPO operation in question is the following,
• “Aerial photo and filming operation”
Following the process described in ARO.OPS.150 (f) we kindly request you to review the enclosed operators standard operating procedures (SOPs) including the operator’s risk assessment, together with the applicable reference documentation, in order to amend the Swedish commercial high risk specialized operations authorization with the area of your state.
Since there are film sequences that will require flight below the minimum altitudes stipulated in the SERA, we presume that a SPO Authorization will be required together with a low flying permit. The operator will apply for the low flying permit directly to you, in a process parallel to this one for the SPO cross border authorization.
We hereby confirm that the Swedish Transport Agency (Transportstyrelsen) has assessed the enclosed the Standard Operation Procedure (SOP) and operator’s risk assessment (RA) documentation, together with other relevant documentation and considered them compliant to the applicable rules and ready to approve.
Our reference number for this matter is TSL 2020-5057.

Authorization letter
Dear Mr Sterner
Estonian Civil Aviation Administration (hereinafter ECAA), as the competent authority within
the meaning of the implementing regulations adopted on the basis of Regulation (EU) 2018/1139
of the European Parliament and of the Council, has reviewed the risk assessment (hereinafter RA)
and standard operating procedures (hereinafter SOPs) of Swedish operator Heliair Sweden AB
(hereinafter the operator) in accordance with ARO.OPS.150(f) of Commission Regulation (EU)
No 965/2012.
It is hereby announced that ECAA is satisfied with the operator’s RA and SOPs and has no
objections to add Estonia as the area of operation to the operator’s authorisation as follows:
Type of operation: Aerial photo and filming operation
Aircraft: AS50 (registration mark: SE-JEA)
ECAA kindly ask to be informed of any changes to the operator’s RA and SOPs which might
affect the above-mentioned authorisation
