Sir/Madam,
I have the honour to invite representatives from your Government/Organization to the
Stocktaking Seminar on aviation in-sector CO2 emissions reductions from international civil aviation, to be
held in Montréal, Canada, from 28 to 29 April 2020.
This event will build upon the success of the first ICAO Stocktaking Seminar toward the
2050 Vision for Sustainable Aviation Fuels (SAFS 2019), held from 30 April to 1 May 2019, which
provided a forum for the exchange of information and was the first step towards the establishment of a
quantified 2050 ICAO Vision for Sustainable Aviation Fuels. This Stocktaking Seminar on aviation in-
sector CO2 emissions reductions will provide an opportunity to further enhance the basis for the
quantification of current and future SAF availability and to expand the scope of the stocktaking process. In
addition to aviation fuels, this event will aim to collect information from Member States and other
stakeholders on the in-sector emissions reduction opportunities through aircraft technology improvements,
innovations and operational improvements.
The preliminary programme for the event is provided in Attachment A and further updates
to the programme will be made at: https://www.icao.int/environmental-protection/Pages/Meetings-
Events.aspx. Additional information on the event will also be made available at this link.
You are kindly requested to nominate participants from your Government/Organization to
the event on official letterhead and to register online no later than 21 April 2020. Please clearly indicate the
area of expertise/interest (aviation fuels, operational improvements, aircraft technology improvements and
innovations) of your nominated experts. The registration fee will be waived for up to two participants from
each State delegation.

J’ai l’honneur d’inviter des représentants de votre administration ou organisation au
Séminaire bilan sur la réduction des émissions de CO2 du secteur de l’aviation civile internationale, qui se
tiendra à Montréal les 28 et 29 avril 2020.
Inspiré du succès du premier Séminaire bilan de l’OACI concernant la Vision sur
les carburants d’aviation durables pour 2050 (SAFS 2019), tenu les 30 avril et 1er mai 2019, qui a fourni
un cadre propice à l’échange d’informations et a été le premier jalon vers l’élaboration d’une Vision
quantifiée de l’OACI sur les carburants d’aviation durables (SAF) pour 2050, ce Séminaire bilan sur
la réduction des émissions de CO2 du secteur de l’aviation offrira l’occasion de consolider la base de
la quantification des SAF disponibles, actuellement et dans l’avenir, et d’élargir la portée du bilan dressé.
Cette réunion visera non seulement à collecter des informations sur les carburants d’aviation, mais aussi à
recueillir, auprès des États membres et d’autres parties prenantes, des informations sur les possibilités de
réduire les émissions du secteur par des améliorations des technologies aéronautiques, des innovations et
des améliorations opérationnelles.

авиационном секторе, который состоится в Монреале, Канада, 28–29 апреля 2020 года.
Это мероприятие будет проводиться с учетом успешных итогов состоявшегося в
период с 30 апреля по 1 мая 2019 года первого обзорного семинара ИКАО в рамках реализации
концептуального видения в области устойчиво производимых видов авиационного топлива на
период до 2050 года (SAFS 2019), послужившего форумом для обмена информацией и ставшего
первым шагом на пути к подготовке содержащего количественные показатели концептуального
видения в области устойчиво производимых видов авиационного топлива на период до 2050 года.
Этот обзорный семинар по сокращению эмиссии CO2 в авиационном секторе предоставит
возможность усовершенствовать основу для расчета текущих и будущих объемов доступных SAF,
а также расширить диапазон обзорного процесса. Помимо рассмотрения различных видов
авиационного топлива это мероприятие предназначено для получения информации от государств-
членов и других заинтересованных сторон о потенциале сокращения эмиссии внутри сектора
посредством усовершенствования авиационных технологий, инноваций и эксплуатационных
улучшений.

I hope you are doing well.
As you know the 40th ICAO Assembly requested that ICAO to work on the feasibility of a long term global
aspirational goal (LTAG) for international aviation emissions reduction, and present options, and their
means for implementation, for consideration by the 41st Session of the ICAO Assembly. This work
should be done with the technical support of CAEP and in consultation with States, the industry and
other relevant stakeholders, building upon ongoing and planned initiatives and actions, including
innovative technologies, and partnerships amongst States and industry.
All States and Stakeholders are encouraged to submit quantified data through the ICAO Stocktaking
process.
We would like to encourage you to support this ICAO Stocktaking process by circulating the information
above on the ICAO Stocktaking process and the associated questionnaire amongst your national and
regional aviation stakeholders and counterparts.
Stakeholders are also encouraged to participate in the ICAO Stocktaking process through the submission
of a CO2 emissions reductions Questionnaire, which will feed into the ICAO work on assessing the
feasibility of a long-term aspirational goal for international aviation

I would like to take the opportunity to remind you that the submission of an updated State Action Plan
to ICAO, is the best method for communicating detailed, quantified information on your work towards
the reduction of CO2 emissions from international aviation. All publically available States Action Plans
are published on the ICAO State Action Plan public website.
This Stocktaking Seminar on aviation in-sector CO2 emissions reductions will provide an opportunity to
further enhance the basis for the quantification of current and future SAF availability and to expand the
scope of the stocktaking process. In addition to aviation fuels, this event will aim to collect information
from Member States and other stakeholders on the in-sector emissions reduction opportunities through
aircraft technology improvements, innovations and operational improvements.

UPDATE ON THE STOCKTKING SEMINAR ON
AVIATION IN-SECTOR CO2 EMISSIONS REDUCTIONS
1. Reference is made to State letter 2020/01, reference number ENV 9/1-20/1, dated
27 January 2020, and Electronic Bulletin 2020/23, regarding the postponement of the ICAO Stocktaking
Seminar on aviation in-sector CO2 emissions reductions, to be held from 8 to 10 September 2020, in
Montréal, Canada.
2. In light of the ongoing repercussions of the novel Coronavirus (COVID-19) pandemic, a
decision has been taken to convene the Seminar as a virtual event, and due to the popularity of the event,
an additional day has been included in the Seminar programme, such that the event will now be held from
8 to 11 September 2020. The deadline for registration has been further extended to 7 September 2020.
3. The preliminary programme for the event is provided in Attachment A and further
updates to the programme, including any preparatory sessions, will be made available at:

will also be made available at this link. Please be advised that the registration fee has been waived for all
