From Estonian CAA’s perspective the request is valid and ready to be approved. I ask you to combine the information and actions concerning the intended operations into a checklist that would be usable during flight once you reach to Muhu area.
However, as I mentioned on our last phone call, I would like you to have a confirmation from the Environmental Board that the intended operation is approved or does not need an approval before ECAA issues the special permit.
If you have any questions, I am available during the whole day.

We had or coordination meeting yesterday with the “technical crew” or the researchers that are involved in this project.
* We have defined yesterday a terminology and fixes when to report to the boat (point Alpha, Point Bravo, and point Charly, scenario 1, scenario 2). We have defined 2 distinct dropzones and (scenario1 and scenario2) and depending on the judgement of the person on the boat that will do a reconnaissance in the morning, we will choose which is the best dropzone to use. This terminology will be printed on paper and available in the aircraft.
* The people on board of the aircraft and on the boat have been briefed about emergency situations (wearing of life jackets, engine failure, …).
* The boat is serving as “search and rescue” vehicle and the local people in the north of Muhu that are used to do "search and rescue" will be informed about our experiment/flight.
* According to your advice, we agreed that something like 45ft should be ok for the experiment. This will reduce considerably reduce the risks of flying extremely low and is probably still ok from the researchers point of view that requires a low level drop.
* Sunday 27th of September looks like a very nice VHF weather day. I am planning to have the flight beginning of the afternoon (e.g. 12:00 take off at EETN). Sun will be south, so either E-W or W-E low level flight will never have direct sunlight in the pilot’s eyes, which can be dangerous for altitude judgment.
* For environmental perspective this research is already going on for quite a while. TalTech university has already put those sensors through hydroplant turbines, waterfalls, etc, They are completely harmless to environment and will be collected afterwards anyway. If required some additional information this can be provided. The research TalTech university is doing with those sensors is actually measure environment in order to protect it.
* In my first request the “circuit” was drawn to be low level from east to west. Depending on weather, it could also be reversed. As a pilot I do not want to do this experiment with tailwind. In case it is E-W circuit, it will be a “right hand circuit”, doing the same route going over in order to aviod this “maritime ship route”, have visual landmarks and places where I could execute a emergency landing in a field.
* The airband handheld radio was given to the researcher on the boat. The operator of the communication with the ground has been briefed about the use.
* The actual flight will probably split up in 2 parts. First part will be flying from EETN to Muhu, performing the first circuit at a moderate altitude (e.g. 150ft) so that people on board have visual reference, communication check with the boat are ok. Second circuit will be at the desired altitude, but still without doing any experiments. Checking again for visual references and communication. Run 3, 4 and 5 will be dropping of sensors (5 at each run). After those 5 “circuits I will climb to normal VFR altitude (e.g. 1500fr) and land at EEKA. There the technical team we will communicate with ground and boat how the first 3 drops went, and how the collection of the sensors went. Probably after one hour at EEKA we will return to Muhu and do another 5 rounds of dropping sensors. Time back at EETN should be between 15:00 and 16:00 (LT).
* I have limited hours of flying, but I have used those hours to gain experience in (solo) acrobatics, unusual attitudes, advanced spin recovery, short field (grass) landings on a multitude of aircraft (solo on C-152, C-172, PA-18, PA-28, SF-260, M20J).
In case you agree with my proposal, is it possible to get the permission before the weekend, so we can execute the flight on Sunday? Maybe it is easier to have another phone call today on this request. What would be the best timing for you to call you?
