Statement to Recognized Organization Our ref 14.04.2020 No 5-1-8/895 The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships and additional statutory certification and services under Regulation (EC) No 1257/2013 on Ship Recycling To Whom it May Concern The Estonian Maritime Administration has received many clarification requests from relevant classification societies with whom we have a formal agreement (hereafter Recognized Organizations) regarding surveys to verify the inventory of hazardous materials and prove compliance with the requirements of Regulation (EC) No. 1257/2013 (hereafter EC 1257/2013). As The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (hereafter Hong Kong Convention 2009) is already added to the agreement, all services and relevant surveys (including statutory certification) are approved and can be done according to the relevant internal rules and procedures of Recognized Organizations. EC 1257/2013 fully applies to all ships (as described in Article 2.1 bearing in mind exempted ships according Article 2.2) under the Estonian flag. The Estonian Maritime Administration confirms that authorized Recognized Organizations who have the knowledge and procedures to carry out surveys under the Hong Kong Convention 2009 are authorized by the Administration to provide services and statutory certification under EC 1257/2013. This includes initial, additional, renewal and final surveys (as described in Article 8 EC 1257/2013), the issuance of the Certificate on Inventory of Hazardous Materials and the Ready for Recycling Certificate. A Recognized Organization carrying out this survey does not have to be the same as ship’s classification society responsible for technical surveys. Renewal surveys shall be conducted at intervals not exceeding five years and ship owners have to follow relevant requirements given to them in EC 1257/2013 and also arrange any survey on time. Ship owners also have the right to request that a Recognized Organization provide service and certification for ships not falling under the scope of EC 1257/2013 (ships less than 500GT, ships built for and operating only on domestic voyages etc.), but this is on a voluntary basis and issuance or endorsement of this certificates is not monitored by the Estonian Maritime Administration.
