DISTRIBUTION LIST PAGEREF _Toc30671202 \h 18 GENERAL INFORMATION BALEX DELTA exercises have been take n place each year since late 1980-s and are hosted by the Contracting Parties according to a schedule agreed at the HELCOM RESPONSE Group . In 2020 it is held in Estonia. The general objective of the BALEX DELTA exercises is to test the procedures documented in the HELCOM Response manual and ensure that every Contracting Party is able to lead a major response operation. The results of the exercises are also reported to and discussed at the RESPONSE group . Nations participating in exercise are signatories of the 1947 Chicago Convention, 1979 International Convention on Maritime Search and Rescue (SAR) and Helsinki Convention. The Balex Delta 2020 is scenario driven joint Field Training Exercise, focused on the practical training of assets. Shore response is the part of the exercise. BALEX BRAVO will be executed independently two weeks before Balex Delta exercise. The exercise area is in the sea area West of Island Naissaar ( A NNEX 2 . EXERCISE AREA ). Exercise time will be 0700– 16 00 LT (UTC +3) on 26 th of August 2020. AIMS OF THE EXERCISE The general aim of this exercise type is to test the alarm procedure, the response capability, and the response time of the Contracting Parties. Also to test and train the staff functions and the co-operation between combatting units (including the combatting equipment) of the Contracting Parties. Due do collision tanker A ha s three missing crew members and one crewmember ha s serious injuries . Tanker A will contact to JRCC Tallinn for urgent assistance. After 30 minutes from collision tanker B will report about the large scale oil pollution in collision position. SPECIAL INSTRUCTIONS During the operation, all actions should be based on international agreements and national legislation of each pa rticipating country. The units crewmembers wear suitable sea going clothing and life saving equipment. The safety rules are mandatory . In case of unacceptable forecast and bad weather the oil pollution response exercise will be cancel l ed. In case of cancellation, Exercise D ISTAFF will inform appointed contacts at least 72 h our before the STARTEX. U pon arrival to the meeting area communication with the ves sels is established on VHF CH 69 . Estonian patrol vessel „Kindral Kurvits“ will meet the ships in meeting area and ships will bound to harbours . Please look instructions (ANNEX 4 . HARBOUR ARRANGEMENT ). AIR UNITS Helicopter and aircraft will be stand by at Tallinn Airpo rt (EPBGB Aviation Group) on 26 th of August at 0600 LT (UTC +3) . EPBGB Aviation G roup will carry out the safety bri efing for crew’ s. After the exercise the air units will return to their home base. COMMUNICATION PLAN All communication will be in English. All communications starts with the phrase “EXERCISE”. Word mayday is not allowed in the exercise (unless if someone is in real danger). Communication between units: VHF CH 69 is used for communication between vessels and JRCC Tallinn. VHF CH 73 can also be used if needed. VHF CH 6 is used for co mmunication between helicopter and vessels. Vessels and helic opter should listen to VHF CH 69 . Communication between Ma ritime Search and Rescue C entres is carried out via phone, email or fax (SITREP). O utside the exercise area, vessels shall follow the rules of practice : Tallinn Traffic CH 61 or Tallinn VTS CH 13 . For exchange of information, it is necessary to use AD-HOC or forms according of your national standard. SAFETY RULES In case of a real accident, the exercise will be interrupted. JRCC Tallinn will announce “Real case – MAYDAY RELAY” via VHF CH 16 and VHF CH 69 . N ew assignments will be given to response units. Commanding officers of participating units are responsible for the safety of the crew. All units : Estonian Police and Border Guard Board Patrol ves sel L-103 Pikker will be the safety officer on scene concerning surface operations. Participating units shall inform patrol vessel Pikker about safety matters, if needed. In case of real danger during the exercise, phrase “ REAL DANGER ” shall be used on radio frequencies. All personnel to be ho sted must wear survival suit and life vests and have received a safety briefing regarding the hoist operation and safety. All role players shall wear lifejacket when transferred from ship to ship. DEBRIEFING AND FEEDBACK Post exercise d iscussion will held on Wednesday 26 th of August at 18 00 – 1900 LT in Border Guard Harbour . During the po st exercise discussions S OSC and STC OSC-s will give an overview of oil response operations. At least masters and /or 1st officers of response units and EET leader should participate in the post exercise discussions. The EET will perform, in order to strengthen the operational co-operation between the Contracting Parties, do an unbiased evaluation of the exercise. EET will submit a written report of the final evaluation includi ng lessons learnt and proposals for future similar activities to the next meeting of the R ESPONSE Group (RESPONSE 28-2020 ) .
