It is noteworthy that a number of donors have agreed to provide full funding for chosen candidates, if they meet their selection criteria. Generally donors prefer young and talented candidates (under the age of 40) who have a strong motivation to work for their government and who, upon completion of their studies, will make a vital contribution to the development of the national legal framework and maritime sector. Fifty percent of the places available are reserved for deserving women candidates. As background information, I would like to inform you that the IMO International Maritime Law Institute (IMLI) is an international institution dedicated to the training of specialists in international maritime law including law of the sea, shipping law, marine environmental law, international maritime security law and maritime legislation drafting. IMLI was established by a statute promulgated by the International Maritime Organization (IMO) and under an agreement concluded between the IMO and the Government of Malta, which offered the premises and other facilities. It is located on the University of Malta campus and began operation in October 1989. Whereas the LL.M. programme is open exclusively to graduates in law, the M.Hum. programme is open to candidates holding a degree in any other discipline related to international maritime law. The programmes are particularly suitable to candidates already working in a maritime field such as a relevant government department, a shipping company, port authority, or other organization or research institution concerned with shipping and maritime affairs. The programmes are however greatly beneficial to persons aspiring to undertake a career in maritime law. Unless candidates meet the academic requirements of the Institute, their application will not be considered. The programmes consist of postgraduate training in international maritime law for one full academic year leading to the Degree of Master of Laws (LL.M.) in International Maritime Law and the Degree of Master of Humanities (M.Hum.) in International Maritime Legislation. It is envisaged that graduates of the Institute will provide the expertise required for the understanding and implementation of IMO and other maritime conventions into their respective national legal systems. The number of admissions is limited due to the intensive nature of the programme. In line with the IMO strategy for integration of women in maritime activities, up to fifty per cent of admissions are reserved for deserving women candidates. To date, the Institute has a total of 836 graduates from 143 States and territories. The programmes are exclusively delivered in English, hence the need for candidates to have language proficiency. Students receive on average 22½ hours of lectures per week. The requirements of the programmes include written examinations, a maritime legislative drafting project and a dissertation / research project. A number of field trips are included within the programmes. If your Government wishes to propose candidates, we would be grateful if you would let us know as soon as practicable. However, applications for the annual Master’s programmes must be received by no later than Tuesday, 31st March 2020. Due to the limited amount of places the matter will generally be treated on a first come first served basis.
