Dear Hydrographer,
1. The International Board on Standards of Competence for Hydrographic Surveyors and
Nautical Cartographers (IBSC) is a joint body of the International Federation of Surveyors (FIG),
the International Hydrographic Organization (IHO) and the International Cartographic Association
(ICA).
2. The IBSC is composed of members with known competence in the civil, governmental
and educational sectors of hydrographic surveying and nautical cartography, selected to provide
as wide as possible a spectrum of knowledge and experience in educational practices,
hydrography and nautical cartography, from different geographical areas. Ten Members, four
provided by FIG, four provided by IHO and two provided by ICA constitute the IBSC, with the
Secretary, IHO Assistant Director Alberto Costa Neves, designated by the IHO Secretariat. The
current list of IBSC Members is presented in Annex A.
3. The IBSC is tasked to review syllabi of programmes and individual recognition schemes,
maintain IBSC publications, provide guidance to education and training institutions and support
the IHO for the establishment of new hydrographic programmes where regional training capacity
does not exist.
4. As announced in Reference A, Captain Leonel Pereira Manteigas (Portugal) has been an
IHO representative to the IBSC since 2018. Captain Manteigas will assume the role of Assistant
Director at the IHO Secretariat in July 2020 (Reference B) and is therefore no longer able to
continue as a Member of the IBSC.
5. The IHO Secretariat would like to thank Captain Manteigas for his contribution to the work
of the IBSC during the time he served as an IHO representative and to the Hydrographic Institute
of Portugal for the support since 2018.
6. In accordance with the procedures in force, the IHO Secretariat now requests Member
States to consider nominating a suitably qualified and experienced expert to fill the vacancy to
represent the IHO on the IBSC. Candidates must have the appropriate theoretical background,
experience and expertise that will be relevant and valuable to the work of the Board.
7. An appropriate Curriculum Vitae (CV), outlining the credentials and experience of the
nominee, should be provided in support of any proposed candidature. The Terms of Reference,
Rules of Procedure and Code of Ethics of the IBSC are available in the IBSC section of the IHO
website.
8. Members of the Board are expected to attend every meeting and to conduct business by
correspondence between meetings. The selected candidate is expected to attend the 44th
Meeting of the IBSC scheduled to take place in March/April 2021 (exact dates and venue to be
decided).
9. Member States should also note that the IHO does not subsidize the participation of its
representatives. The IHO representatives are expected to be supported by their own organization
for all expenses incurred as a Member of the Board. Subject to the availability of funds in the
IBSC Fund, which is financed through fees related to the submission of programmes for
recognition, some partial support may be provided to Board Members to attend meetings and to
carry out on-site visits.
10. Nominations, including the candidate's detailed CV, should be submitted by using the IHO

Alternatively, a Nomination Form is provided in Annex B. Nominations should reach the IHO
Secretariat no later than 10 June 2020.
11. The Secretary-General, in consultation with the Directors at the IHO Secretariat, will
examine the nominations received and, in liaison with the IBSC Chair, confirm the new member
of the IBSC, or, if required, consult the Member States to assist in the selection.
