Our work focuses on frequency requirements, frequency usage and frequency policy. We kindly ask you to consider the below findings in your discussion about the future of the frequency band 470 – 694 MHz: Importance of PMSE PMSE can be considered the “pen and pencil” of the content production industry which includes web, theatre, adverts, films, sports, concerts and cultural event. Today, it is virtually impossible to produce creative content without PMSE. Audio is of prime importance in the world of PMSE. Without the "audio" part of an event, CEOs, politicians, and entertainers cannot communicate with impact to their audience. Ultra-High Definition (UHD) video would be of little interest without high quality sound to accompany it. Wireless Microphones including In-Ear Monitors and Talkback Systems are highly portable devices that give users mobility, which is critical for many types of content production activities. As mobile devices, they are dependent on batteries, making power consumption, size, and weight important considerations. The characteristics of the spectrum in which wireless microphones operate are the single most important high-level determiner of power consumption and link reliability. www.apwpt.org Spectrum needs of audio PMSE in the band 470 – 694 MHz UHF spectrum between 470 MHz and 1 GHz is ideal for wireless microphone applications from a technical standpoint. According to the results of the “Report on spectrum requirements for Audio PMSE” by SRG (Switzerland) the daily required spectrum for PMSE Audio in the UHF-TV band today is 110 MHz. With this amount of spectrum, the requirement of the most of venues and events can be fulfilled. Nevertheless, for major events the average of the required spectrum is 174 MHz, while the peak demand could be the whole available UHF spectrum of 224 MHz. PMSE users and manufacturers consider the band 470-694 MHz as the core band of audio PMSE, the access must be ensured beyond 2030. Agenda item 1.5 at the next World Radiocommunication Conference, WRC-23, is discussing potential regulatory changes for the 470–694 MHz band. APWPT supports the continuation of the successful symbiosis of broadcast and PMSE with no change to the existing rules. Frequency Management discussion for 470-694 MHz band Many different stakeholders show potential interest for the band 470 – 694 MHz. This includes - Military (NATO) with a country wide network for tactical communication and ad-hoc networks for training. - PPDR in some countries is interested in networks supporting broadband connectivity. - Terrestrial Broadcast services will continue till beyond 2031 in most European countries and interested to add / continue with the Broadcast service called 5G-Broadcast using the Geneva06 plan. - Mobile IMT shows some interest while the main need is for high-capacity networks above 3 GHz. - PMSE frequency requirements grow every year. The above-mentioned interests and needs cannot be quantized in MHz as of today. Consequently, a concrete frequency plan for the band 470-694 MHz cannot be predicted. Summary  PMSE is an essential service which must continue, beyond 2031.  PMSE users and manufacturers consider the band 470-694 MHz as the core band of audio PMSE.  It is too early to predict the needs at WRC 2023.
