Subject: Consultations on the revised draft Results Framework under the 2001
Convention
Madam, Sir,
As you know, a first draft of the Results Framework of the 2001 Convention on the
Protection of Underwater Cultural Heritage was presented to the States Parties at their
ninth Meeting (June 2023) in document UCH/23/9.MSP/8 INF.1. By its Resolution
8/MSP9, the States Parties took note of the draft Results Framework and requested
that it serve as a basis for further consultations with Member States, the Scientific and
Technical Advisory Body (STAB) to the 2001 Convention and the concerned
stakeholders, in order to submit a revised proposal to the next Meeting of States Parties,
in June 2025.
In accordance, the Secretariat launched consultations on this draft Results Framework
with the STAB and concerned expert stakeholders, notably by organizing a series of
online meetings throughout the month of April 2024. A summary of these consultations
can be found in document UCH/24/15.STAB/4, presented at the fifteenth Meeting of the
Scientific and Technical Advisory Body (June 2024).
At its fifteenth meeting, the STAB welcomed the Internal Oversight Services’ Evaluation
of UNESCO’s Periodic Reporting on the Culture Sector’s Conventions and
Recommendations, took note of its findings and recommendations, and endorsed the
draft Results Framework (Recommendation 4 / STAB 15). Furthermore, it expressed
support for the adoption of a periodic reporting mechanism on the implementation of the
2001 Convention, to be presented for adoption at the tenth session of the Meeting of
States Parties to the 2001 Convention (June 2025).
In line with this Recommendation, the Secretariat is now launching consultations on the
revised draft Results Framework with Member States of UNESCO and States Parties
to the 2001 Convention. In this context, I wish to invite you to share your comments on
