Dear Chief Justice,
Following our letter of 23 March 2023, the Congress rapporteurs on local and regional democracy in Estonia, Mr Harald Bergmann (Netherlands) and Mr Sören Schumacher (Germany) would be most grateful if you could accept to meet the Congress delegation on Wednesday 19 April from 16:30pm to 17:30m. The meeting will take place at the premises of the Supreme Court of Estonia in Tartu (at 17 Lossi st., 50093 Tartu).

· Legal protection of local self-government in Estonia. Access to domestic courts
· Recent legal developments concerning local self-government
· Recent Supreme Court case-law with respect to local self-government
· Main matters of litigation
We should like to stress that this list is not exhaustive and that you are welcome to raise any questions that you wish to discuss in connection with the functioning of local self-government in Estonia.
The Congress delegation will be composed of 4 persons (see document attached) and the working languages will be Estonian and English.
The delegation would be most grateful for any documentary information (data, figures, charts, statistics, reports etc.) supporting the issues to be raised which could be useful for the elaboration of its report.
Lastly, we are re-sending the Charter in attachment. Please also find below a link to a video of the monitoring process which explains the whole procedure and which may clarify some of the questions you may have regarding the functioning and the objectives of this exercise.
