With best regards, Margarida Inacio Administrative Assistant Department 1 - Sustainability and Technical Assistance EMSA / Praça Europa 4 / 1249-206 Lisbon / Portugal Tel +351 21 1209 381 / Fax +351 21 1209 218 [email protected] / emsa.europa.eu Directors in charge of counter pollution in EU Member States Lisbon, 31 January 2020 Subject: Consultation on further development of the EAS and the Pollution response services Dear Sir/Madam , Since EMSA has been given the task of supporting Member States in anti-pollution activities in the 2004 amendment to its founding regulation , the Agency has developed and implemented several Action plans in order to establish its current Pollution response Services. Financially the implementation of these Action plans has been supported by two Regulations establishing a Multi Annual Funding Framework for Anti-Pollution Measures. The second of these Regulations will end on 31 December 2020. Starting from this period, the activities of the Agency related to anti-pollution measures will be financed as the other activities of the Agency through the annual budget. During the period 2004-2020 the Agency has established several pollution response services, mainly a network of 1 7 standby response vessels for oil pollution, some of them also equipped with dispersant spraying capacities; 4 stockpiles of equipment associated with logistic services to support the Member States with high capacity oil re covery systems. Currently the Agency is procuring some medium size equipment in order to facilitate its use by smaller vessels more easily available and to be able to send this equipment by air transport. This will allow to effectively extend the coverage of EMSA services to remote European territories. The Agency also manages a stock of 1600T of dispersant product associated either with a vessel arrangement or a stockpile. The Agency has also developed a satellite-based service as well as RPAS capacity to support Member States in case of an emergency. Regarding response to hazardous and noxious substances (HNS) the Agency has developed supporting tools such as the MAR ICE service – a 24/7 support service to assist in giving safety related information on substances involved in an incident or the MAR CIS datasheet which are a compilation of safety and emergency information on 217 hazardous substances commonly transported at sea. The Agency can also support the Member States in case of an emergency by running models or sending experts on site. More information on the details of the various services can be found at the following address: http://www.emsa.europa.eu/operations/pollution-response-services.html The capacity of the EMSA services to efficiently support Member States has been tested several times during emergencies mainly through providing satellite imagery coverage and mobilising response vessels. The vast majority of incidents were related to pollution by oil. However, the adequacy of the services provided by the Agency should be checked against the perceived risks and evolving threats and challenges. Therefore, I would like to ask for your views on potential gaps that you may have identified regarding pollution response at national or regional level where the support by EMSA could be of added value. This could refer to enhancement of existing services (vessels, equipment, RPAS, dispersants HNS), or to potential new services (new pollutants, aerial surveillance, multi-purpose vessels, etc). This would allow the Agency to assess the feasibility of the different proposals put forward following a bottom-up approach and identify how EMSA could best assist in closing these gaps and make the relevant proposals in the upcoming work programmes taking into consideration the resources available. In this regard , it will be highly appreciated if you could provide your feedback about any needs for further development of the pollution response services to the Agency before 20 February 2020. It is my intention to use your input to hold a brainstorming session with the Agency ’s Administrative Board Members in the margins of the next session of the Administrative Board, scheduled to take place on 18-19 March 2019.
