Hello,
My name is Jessica Durehed and I work at the Swedish Press and Broadcasting Authority.
I am currently working with certain aspects of the EECC (directive 2018/1972 establishing the European
Electronic Communications Code), namely Article 113 and Annex 11 regarding interoperability of
consumer digital television equipment. I hope you can help me with a brief description regarding how
your country has transposed Article 113 and Annex 11 and how you interpret the provisions. If you are
not the right person to answer my questions, I hope you can forward my e-mail to the right person.
At the moment, I am particularly interested in the following:
1. In Annex 11 section 1, reference is made to “a common European scrambling algorithm as
administered by a recognised European standardisation organisation (currently ETSI)”. As I have
understood it, DVB-CSA is the relevant scrambling algorithm and ETSI is no longer the custodian
for this algorithm. Instead, it is administered by an Italian company called Sisvel SpA. What is
your take on this?
2. In Annex 11 section 2, there is a requirement for digital television sets regarding “at least one
open interface socket (either standardised by, or conforming to a standard adopted by, a
recognised European standardisation organisation, or conforming to an industry-wide
specification)”. Which open interface sockets do you accept? For example DVB Common
Interface/Common Interface plus… and/or others?
3. Article 113 section 3 mentions “digital television equipment which complies with harmonised
standards”. Which harmonised standards have you found relevant in this regard?

For your convenience, I enclose the relevant provisions below:
Article 113 Interoperability of car radio and consumer radio receivers and consumer digital television equipment
1. Member States shall ensure the interoperability of car radio receivers and consumer digital television
equipment in accordance with Annex XI.
2. Member States may adopt measures to ensure the interoperability of other consumer radio receivers, while
limiting the impact on the market for low-value radio broadcast receivers and ensuring that such measures
are not applied to products where a radio receiver is purely ancillary, such as smartphones, and to
equipment used by radio amateurs.
3. Member States shall encourage providers of digital television services to ensure, where appropriate, that
the digital television equipment that they provide to their end-users is interoperable so that, where
technically feasible, the digital television equipment is reusable with other providers of digital television
services.
Without prejudice to Article 5(2) of Directive 2012/19/EU of the European Parliament and of the Council ( 1
), Member States shall ensure that, upon termination of their contract, end-users have the possibility to
return the digital television equipment through a free and easy process, unless the provider demonstrates
that it is fully interoperable with the digital television services of other providers, including those to which
the end-user has switched.
Digital television equipment which complies with harmonised standards the references of which have been
published in the Official Journal of the European Union, or with parts thereof, shall be considered to comply
with the requirement of interoperability set out in the second subparagraph covered by those standards or
parts thereof.
ANNEX XI INTEROPERABILITY OF CAR RADIO RECEIVERS AND CONSUMER DIGITAL TELEVISION EQUIPMENT
REFERRED TO IN ARTICLE 113
1. Common scrambling algorithm and free-to-air reception
All consumer equipment intended for the reception of digital television signals (namely, broadcasting via
terrestrial, cable or satellite transmission), for sale or rent or otherwise made available in the Union,
capable of descrambling digital television signals, is to possess the capability to:
(a) allow the descrambling of such signals in accordance with a common European scrambling algorithm
as administered by a recognised European standardisation organisation (currently ETSI);
(b) display signals that have been transmitted in the clear, provided that, in the event that such
equipment is rented, the renter complies with the relevant rental agreement.
2. Interoperability for digital television sets
Any digital television set with an integral screen of visible diagonal larger than 30 cm which is put on the
market for sale or rent in the Union is to be fitted with at least one open interface socket (either
standardised by, or conforming to a standard adopted by, a recognised European standardisation
organisation, or conforming to an industry-wide specification) permitting simple connection of peripherals,
and able to pass all relevant elements of a digital television signal, including information relating to
interactive and conditionally accessed services.
3. Interoperability for car radio receivers
