TMG is assisting a company with preliminary research regarding the availability of certain frequency bands and the licensing requirements for such bands. In the United States, companies provide radiolocation services that facilitate the location of devices calling emergency lines like 911. One of the main features is the capability to provide accurate data on the vertical height of the device. This feature is intended to provide an accurate floor location of the device calling 911. The FCC issued a report and order, setting the accuracy and coverage requirements for such applications. In this sense, our research focuses on the technical conditions and the availability of 5 MHz in the following frequency ranges: - 840 – 942 MHz - 2300 – 2400 MHz - 3300 – 3600 MHz Such bands are identified for IMT and also allocated to the radiolocation services in Estonia, according to the radio regulations and our preliminary research. In summarizing, we would like to seek your guidance on the following aspects: - The current use of the bands listed above - We have already reviewed the Radio Frequency plan, but if you have any additional information, we would appreciate it. - The possibility of using 5 MHz in the bands listed above for the implementation of a terrestrial radiolocation solution - An initial guidance about the licensing requirements and procedure for obtaining licenses for both the spectrum and the provision of services (if needed). About the last point, our understanding is that, given the specificity of the solution (a terrestrial radiolocation solution for emergencies) and the frequency bands that we are looking for, there is no specific procedure to apply for the necessary licenses (e.g., frequency and service licenses). In this sense, any application in the future (this email does not intend to be part of an application process) would be treated on a case-by-case basis.
