Civil society organisations have also come to play a major role in reconstruction processes: from carrying out reconstruction itself to supporting communities in developing recovery plans and programmes. Their role is also essential for monitoring of recovery and reconstruction at local level. The results of the grant programme implemented by the Institute for Economic Research and Policy Consulting (IER) over the past eighteen months speak directly about how reconstruction is progressing. The programme was carried out within the project “Control of Recovery Expenditures for Ukraine”, supported by the European Union and implemented in partnership with the Centre for Economic Strategy and the NGO “Technologies of Progress”. Over these eighteen months, 35 civil society organisations that took part in the project’s grant programme assessed the quality of reconstruction of damaged and destroyed schools, kindergartens, outpatient clinics, hospitals, administrative buildings, residential houses and other facilities. In total, more than 800 sites were examined in ten regions of Ukraine that suffered the most from shelling and/or hostilities. Thanks to this work, a vast amount of analytical information was generated, which is useful for adjusting current approaches to recovery and will also be valuable for shaping approaches to large-scale reconstruction and recovery after the war. On 4 December 2025, the project experts and civil society activists will present an analysis of the results of civil society monitoring at the event “Reconstruction and Recovery in Ukraine in 2022–2025: What Does Civil Society Monitoring Tell Us?”. Topics to discuss: * Which recovery practices matter most, and what mistakes or violations are made by reconstruction actors when restoring damaged social infrastructure facilities? * How should the recovery of social infrastructure be organised so that it is efficient, cost-effective, and leads to improved quality of life for all groups of the population? How can we “build back better”? * How can we find the right balance between partnership and oversight in cooperation between civil society and the authorities? The event is held as part of the project “Control of Recovery Expenditures for Ukraine”, supported by the European Union and implemented in partnership with the Centre for Economic Strategy and the Institute for Economic Research and Policy Consulting (IER), and the NGO “Technologies of Progress”.
